Contact the Apple online store at the number shown at the bottom of this page (1-800-MY-APPLE in the U.S. and Canada.)
If you ever synced your phone with iTunes, you can find your serial number by doing the following:
Launch iTunes on your computer.
Hold down your Control key, then on the menu bar in iTunes click iTunes>About iTunes (Mac) or Help>About iTunes (PC).
Any previously synced devices will scroll in a pop-up window; press the space bar to stop scrolling so you can write down the serial number.

You can use another iPhone (or iPad) to restore it too, or you can login to www.icloud.com (assumng you weer using iCloud) and export your contacts from there.

That one's consistent with disk/file damage. The first thing I'd try with that is running a disk check (chkdsk) over your C drive.

Windows 7 instructions in the following document: How to use CHKDSK (Check Disk)
Select both Automatically fix file system errors and Scan for and attempt recovery of bad sectors, or use chkdsk /r (depending on which way you decide to go about doing this). You'll almost certainly have to schedule the chkdsk to run on startup. The scan should take quite a while ... if it quits after a few minutes or seconds, something's interfering with the scan.
Does the chkdsk find/repair any damage? If so, can you get an install to go through properly afterwards? -

I have been told to come here to talk with customer support. I have been waiting for a customer support chat to come up for hours, but none have become available I have been on hold for quite a while, all I want to do is cancel my CC plan and be done with this. Please give me some instructions or help because I am tired of being told to talk to someone when no one will talk to me. This is a last resort.
The CC was purchased in September 2014, there is a cancellation fee associated with it, please contact customer support for cancellation.

If you upgrade or renew your storage but no longer need it, you can cancel. If you cancel your storage plan within 15 days of an upgrade or within 45 days after a yearly payment, you can contact Apple for a full refund.

JUst purchased storage plan and still cannot update some apps. And iPhone is not moving all photos to iPad
You are providing very little information. So, you bought more storage. But what do you mean by "cannot update some apps"? Are you getting any error messages. Update through the itunes app store? Could it be that your iphone has its storage almost full? This has nothing to do with icloud storage. If the phone is low on storage, you'll have to delete some files to make room.
Go to
Settings>General>Usage. This tells how much storage is used on both iCloud and on the device.
As for the photos, we need more info as well. How are you moving photos? Using USB to connect to a computer? Using photo stream? Only some photos are being "moved"? Can you give more info on this as well? -

That message refers to storage on your iPhone, not cloud storage. You will need to move content off your phone to make more space.
