You can't. Apps and really all content purchased/downloaded through one Apple ID is forever tied to that Apple ID. In the case of Apps they will always request that Apple ID to update as they are licensed to that Apple ID.
In reality, the Apps were licensed to that Apple ID by the developer. And cannot simply be given away to you for you to use.
He should have wiped the iPod clean so you could set it up for your use without any of his accounts or purchased content as you are not really licensed to any of those Apps.

I dont believe they can use it because they dont know the password it will ask them for that e-mail for the account. How do i redeem the itunes back? i change the Apple ID using my PC. My new Apple ID was verified both email and password. My Ipad air sync to the new Apple ID but my iphone wont sync. And everytime i try to change my Apple ID on my iphone it ask for password of the old Apple ID, but it keep saying incorrect ID and password. I cant delete or change because i dont know the password.

You need to reset the password for the old Apple ID.

FYI - all apps, all paid and free apps include DRM protection which is tied to the Apple ID that was used to download the apps. Not possible to merge or transfer apps downloaded with one Apple ID to another.
This means in order to install an app update with an app that was downloaded with your old Apple ID, you will need to use that Apple ID and password.

You need the previous owner to unlock it, unless they do you have a brick there is no other way .
iPhone was probably stolen if you purchased on eBay, claim and get your money back

Apple cannot help you locate the original owner. If you have no way to contact him/her, and you purchased directly from the seller rather than through a site that offers buyer protection, then the iPad is useless to you and you have wasted your money. The iPad is quite probably stolen and you should turn it in to the police.
This is why it's very risky and usually unwise to purchase out of a car boot from someone you don't know.

Connect in recovery mode and restore, you'll get the option to reset the passcode during this process:

This allows you to reset your passcode and resync the data from the device (or restore from a backup). Assuming you have been able to set yourself up as an Administrator so far, you can just go into Applications>System Preferences>Users & Groups and delete the other three accounts by highlighting them one at a time in the left hand column and clicking the "Minus" symbol at the bottom of the column.
If you have NOT been able to set yourself up as an Administrator also so far, then the following article should help:
