As Suzy mentioned you cannot do anything while the line is suspended. First, go and activate the phone. Now, are you trying to basically swap 2 phones? Meaning "PhoneA has line #A, PhoneB has line #B, and you want PhoneA on line #B, and vice versa?

If you cannot contact the previous owner, then the iPhone is unusuable. There is no way past the activation lock without the Apple ID and password used to set up the lock, or the previous owner removing the device from his/her iCloud account.
If you purchased the iPhone though a service such as eBay that offers buyer protection, contact that service and file a complaint and get your money back. If you purchased the iPhone privately, then you've wasted your money.

You could follow the instructions in the support document that you linked from. There is a section regarding the passcode and the inability to use it or enter it. However, you may encounter more issues since you cannot use the screen.

There is nothing you can do. That is the Activation Lock that Apple has implemented tout down on theft of their iPhones.
Most likely the iPhone is stolen.
It is totally worthless to you.

My sons iPhone 5 was stolen out of his blazer pocket while in a games lesson, this was last period and on return to get changed find that someone from his class had stolen his phone from his zipped pocket. Straight away I went onto the find my iPhone on my phone and it has been showing offline since the phone was stolen. The phone had a password set on it and I have notified the police, school and also our carrier. The phone has been offline now for 32 hours, would this mean they have been unable to access the phone and switched it off? Is it possible for the phone to be jail broken while this password has been set. I am most angry that this has happened and the changing rooms are always locked while the lessons take place, so this is someone within my sons class that has stolen the phone. Being a Friday And last lesson the phone is long gone now but I'm hoping with the security measures we have put in place with the pass code etc.... That they won't be able to unlock the phone to use it. The phone was only 2 days old as my son had only just upgraded :(

All you may infer is the device hasn't been turned on where it can connect to Wi-Fi.

This is a pain when the phone re-sorts the order, when I need the most used number to be first using hands free in my car. Who can get this corrected in the iphone software to leave the order in which I imput numbers alone.

My daughter has had her Razr for about 9 months now. About two weeks ago she picked up her phone in the morning on her way to school when she noticed two cracks, both starting at the camera lens. One goes completely to the bottom and the other goes sharply to the side. She has never dropped it and me and my husband went over it with a fine tooth comb. We looked under a magnifying glass and could no find any reason for the glass to crack. Not one ding, scratch or bang. Well we did and we got a reply from Motorola with a picture of the cracks saying this was customer abuse and that it is not covered under warranty. Even though they did not find any physical damage to back it up. Well I e-mailed them back and told them I did a little research and found pages of people having the same problems. Well I did not hear from them until I received a notice from Fed Ex that they were sending the phone back. NOT FIXED!!! I went to look up why and guess what there is no case open any more for the phone. It has been wiped clean. I put in the RMA # it comes back not found, I put in the ID #, the SN# and all comes back not found. Yet a day earlier all the info was there. I know there is a lot more people like me and all of you, but they just don't want to be bothered so they pay to have it fix, just to have it do it again. Unless they have found the problem and only fixing it on a customer pay only set up. I am furious and will not be recommending this phone to anyone. And to think I was considering this phone for my next up grade! NOT!!!!
