Did you follow the instructions in the message and contact Apple, which you can do through iTunes Store Support. If Apple have asked you to contact them, then the issue can only be resolved by them.

    I am having the same  issue, but with a school ipad.  I don't want to put my personal credit card information on the ipad.  When I try to download even a free app, it is saying that the Apple ID has never been used in itunes and it is asking to review it.  Then it is asking for credit card information and doesn't have an option for none.  Please Help!!!

    I'm inside the States and using US iTunes store on my iphone 4s (contract free). However I have an account without credit card number. I wonder if I am able to use US iTunes store connected with this account outside the States (say in Russia or Armenia).

    why do you have to use your credit card number is you are redeeming ?

    I haven't seen a good answer from this yet. You can create a new Apple ID for the store without a CC. You can remove your CC info from an already established ID (you made a purchase in iTunes), but you can't use your Apple ID for first time use in the Store without a CC.

    Read the steps in the support article from which you came carefully as the order in which you follow them is  critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID.
    If you are certain you're following the steps exactly as given and are creating a new Apple ID and still have problems, go here:

    and follow the instructions to report the issue to the iTunes Store.

    What is the actual error message that you are getting ?
    For a credit card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are. If it is and if you are getting a message about it being declined then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes Support (these are user-to-user forums) and see if they know why it's being declined : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption

    Make sure you have the correct country selected.
    On iOS tap Settings > Genearl > International > Region Format
    To change the country in the Mac App Store, click the round flag icon bottom right corner of the App Store window.

    Now i want to remove my creadit card number from her account and disallow her to use it. But it seems the credit card infomation can not be removed and she still can buy credit using my credit card.
     I checked with her account and it seems my credit card number is always shown there, no matter how I try.

    Hi,
    You can delete a credit card if you have used it to buy Skype Credit, but you cannot delete a card that is being used for recurring payments (a subscription or Auto-recharge). You have to cancel the recurring payment first.
    To delete a credit card:
    1. Sign in to your account:

    2. In the Account details section, click Billing & payments.
    3. On the Payment settings page that appears, click Stored payment details, and then next to the credit card you want to delete, click the Delete button.
