Unfortunately, there is pretty much nothing you can do. Only the owner of the account used to lock it can remove the lock. If you can't contact whoever you purchased it from, or if they can't or won't remove the lock, then it's a brick. There is a very real chance that it's stolen.

Sorry, but the warranty for the phone is only valid in the country where you bought the device, and you can't send it in, Apple does not ship internationally.
Has the phone been officially unlocked? Only the carrier can unlock an iPhone.

I have a ipod touch that has been locked by itunes and itunes says i must reset the ipod to unlock it. Is there a way to back it up on a hard drive or icloud before I reset it or avoid reseting it all? thanks
If you previous synced to the computer then you may be able to recovery use of the iPod without erasing the iPod by following the instructions here:
Disabled Recovery-must use syncing computer.
Otherwise y have to erase the iPod
Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

‘iPad is disabled’ fix without resetting using iTunes
Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
2. Open iTunes with the iPad disconnected.
3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
5. Click ‘Setup as new iPad’ and then click restore.
6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
8. The first stage in the restore process unlocks the iPad, you are basically just cancelling out the restore process as soon as it reactivates the iPad.
If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

No, there isn't. If possible return it to whomever you purchased it from and get your money back. Otherwise, you have a very expensive paperweight that is of no use to you.

Unfortunately, you can't. There's no way around it. You'll have to get the ID and password used to originally activate the phone or you will not be able to activate it again. If you can't contact them, try to get your money back because you won't be able to use it.

Without the Activation Lock removed by the previous owner, your phone can't be set up again with your Apple ID and can't be used.
Apple can't do anything about this, sorry.

This is a user to user forum. You are not addressing Apple. It appears that you may be having issues related to Activation lock: ( http://support.apple.com/kb/PH13695). If you cannot contact the original owner to have them remove activation lock, you should return the device for a refund.

You could go to the app store on your phone then tap on the update button bottom right then tap on purchases at the top and see what has been bought on your phone also you could goto itunes in you romputer and click on your account once itunes store has been selected from the left then click on account and enter your password and scroll down to Purchase history and click on "see all" and have a look at recent purchases

You don't get it to work. You can not bypass the activation lock. Do you not know who you bought it from? Talk to them. If they can't give you the credentials to unlock it, get your money back. The phone is useless.
