There is a little chance that your pictures are included in your last iCloud or iTunes backup, if the photos were stored in the camera roll. Otherwise they are probably gone. For the future I would suggest to start saving your photos additionally (in iPhoto etc.) on your Mac or PC or any other cloud storage like Dropbox.

Only photos on your Camera Roll are backed up. Those can be restored by restoring from your iCloud or iTunes Backup.

In the History Panel (on the left) of the Develop Module, click on any previous edit to see what the photo looked like at that step.
If you are going to regularly want to see two versions of edits on a single photo, consider using either virtual copies or snapshots. -

If you didn't make a back-up of your purchases to restore from then I'm sorry to say that the policy on lost purchases is that you have to pay to download them again:
"Once a Product is purchased and you receive the Product, it is your responsibility not to lose, destroy, or damage the Product, and Apple shall be without liability to you in the event of any loss, destruction, or damage." iTunes Store: Purchased content can be downloaded only once
You could try contacting iTunes Store Customer Service and you might be able to persuade them to sanction a second free download. There have been occasional reports in the iTunes forum of this happening, however just be aware that they are not under any obligation to do so. When I try backing up to icloud it says that I have gone over the free 5gb. It shows that I have 4.6 gb of pictures in my camera roll when I barely have over 200 pictures! Any similiar problems or possible solutions?
You're welcome. Given the number of people who seem to have problems restoring photos from their backup I wouldn't trust the iCloud backup for my photos anyway. I always import them to my computer at least weekly. That way I know I have them.
You might want to check out the app PhotoSync. It makes this pretty easy as it transfers them to your computer wirelessly and keeps track of which ones have already been transferred. -
why am I getting a message suddenly that I am exceeding the gift card limit on my iTunes id for buying gift cards? I have never had a problem before and have a good credit card on file. Connect the iOS device to your computer and restore via iTunes. Place the iOS device in Recovery Mode if necessary to allow the restore.
If recovery mode does not work try DFU mode.

What happened to your phone that you are trying to restore to a backup that is encrypted? If you have your contacts in iCloud, you can just turn iCloud back on when you get the phone working, if it isn't, and that will bring your contacts back. You won't need to do a restore from an iCloud backup if you were not doing an iCloud backup anyway. If you log into www.icloud.com and look at contacts, what do you see there?

I backedup my iphone 4 to the cloud before upgrading to an iphone 5. I also backedup my iphone 5 to icloud. I can see both phone's backups side by side on the my screen on icloud. But it will not allow me to restore the iphone 4 backup to my iphone 5. I need contacts from the iphone 4 backup but I do not have that phone anymore and icloud will only let me restore the iphone 5's backups to my iphone 5. Is there anyway to get the contacts from my previous iphone 4 backup?
You should be syncing your contacts with an app on your computer or cloud service (iCloud, Gmail, Yahoo, etc), and not relying on a backup. If you haven't been doing this, start now and then restore your old backup. You will then be able to sync the new contacts back into the phone. However, you will lose all messages, etc newer thant the backup.
