Thanx very much Amishcake , your link was very helpful. i followed the steps and when i got to the part where you enter card details on my iphone , i discovered that the last two options  after amex that is 4. discover 5. None , are not part on the options i get on my iphone so i dont get to choose the none option. Am really worried.

    You need to reset the password for the "old" account, and then use that to turn off iCloud.  Then you will be able to sign in with your new ID.
    You can reset your password at iForgot.apple.com.
    If you don't know the answers to the security questions, you will need to start there.

    Yes, you should not be charged twice for a purchase, but as a user and not an Apple employee there is not much I can do except try and point you to the Apple people who can resolve this for you.

    The password is good for 15 minutes to make purchases. You should receive a receipt in 24 to 48 hours for the purchases. There is a link to Report an issue. You could use that to start a conversation with iTunes Support about a refund.
    Apple considers all sales final. But has been known to offer a one time refund. So the question is, do you want to use your one time refund on this purchase or one more expensive in the future?

    You can't officially buy an Apple product as far as Apple is concerned, in the Ukraine if Apple says that there are no Apple Authorized venders in the Ukraine.
    Here (in Ukraine) are official Apple's service centers, as like as in Belarus and Russia.
    According to Apple there are no Apple Authorized Serve Providers in the Ukraine.

    Because those lists are the official Apple statement of the state of affairs in your country. If you country is not on the list then Apple has no legal or official obligation to you or any products that you have managed to buy in the Ukraine.

    If you don't have a None option in the payment methods in your account info, then the only way to remove bank card information is to redeem an iTunes Gift Card.

    We are fellow users here on these forums, you're not talking to iTunes Support nor Apple.
    You need to follow, exactly, the instructions on that HT2534 page when creating an account (the instructions won't work with existing accounts) - I've just tried it and I got the 'none' option.
    e.g. on my computer's iTunes I logged out of my existing account, found a free app in the store and clicked on its free 'price' :
    I then clicked on 'create Apple id' on the popup :
    Agreed to the terms, filled in my details, and got the 'none' option on the payments screen :

    Assuming that you want help and that you aren't just copying-and-pasting that thread's title and posting a link to it, then have you tried the steps on the post that I linked to in my first reply on that thread ?
    If you don't get the 'none' option when trying those instructions then you will need to enter credit card details before you will be able to use the account - when you've entered credit card details you should get the 'none' option and be able to remove your card details.

    If you didn't create your account with NONE set up using the link below you can purchase add a credit card then take it off right away. Or you can purchase a gift card with cash so that Apple won't have access to your credit card, if you're concerned.

    You must have your iTunes and App Stores set to the same country that your billing information is based in (i.e.: must use a US credit card in US iTunes and App Stores).
    If you move to another country, you need to change the country of your iTunes Store, App Store, iBooks Store, and Mac App Store account. Otherwise, your credit card might not work as payment. For example, only German credit cards can be used to buy content from the German iTunes and App stores.
