If you are talking about activation lock you are out of luck. Without that information you cannot activate the device and have just lost your money. Unless you can find the person and get your money back.

So now what do I doSettings>General>Reset>Erase all Content and Settings.
Once this is done, it will ask you to set your phone up again. You can choose to restore from your iCloud backup. -
When I go to the manage my ID page it only asks me the questions and does not allow me to change the answers.

My iphone 4 does not give me the option to send pictures.
It does not have the icon in the text message screen. And when I push the arrow on the picture it only gives me the option to email photo, assign to contact, or use as wallpaper. I have no idea how this happened. It used to be on there. I didn't use my phone for about 9 months because the screen was broken. When I got the screen replaced and started using it again I noticed it. But i'm not sure if it was before or after. And how replacing the screen could make that happen.
Your account is probably not provisioned for MMS. Contact your carrier.

You need to contact the person that sold you the phone. They are the only one that can assist you. If they cannot remove the activation lock, you should request a refund.

The current version of iOS is downloaded.
iOS is then installed.
You then get an option to install the previous backup or as a New device. -
I am trying to delete photos off my photostream. I have logged on icloud.com and clicked advanced and then I was told to click on reset photo stream. When I click on advanced, it does not give me the option for reset photo stream. Any suggestions?

That option was removed some time ago. You can delete any photo from photo stream on any device where you are logged into your account. -

Not if you change the ID. You would need to give them the new address.

I would ultimately like to send directly to parents of my kid's sport team - however the manager says the distro changes alot and it would be best if I send her the invite and she forwards off.
I'm sure there are a mix of IOS and Android users but I'd like the IOS users to benefit from having it in their iPhoto programs, and the others can opt to go to the URL provided in the invite. Are there any issues with the manager forwarding the Photostream invite? Any experiences to share when sharing photos taken at a game?

The timing of a Commit doesn't depend on the size of transaction.
