Try signing out of your Game Center account, then sign back in. If you can't sign in to your Game Center account with an Apple ID, try resetting your password or using another email address. To manage your Apple ID account, go to My Apple ID.
When using a Wi-Fi connection, verify that your Wi-Fi router is configured for Game Center.

You can't setup an iCloud account using a PC. You need a Mac, or an IOS device. You can sign into iCloud on your PC once you open an account.

Try here first > Apple ID: "This Apple ID has been disabled for security reasons" alert appears
If you can't resolve the issue on your own, call Apple or schedule a call > Apple - Support - Solutions
Keep in mind, this is a user to user forum. You are not communicating directly with Apple here. No one here can fix your Apple iD.

Can't log into Game Center. Says my Apple ID is already in use?????

Okay, I just realized that when I made an account on Game Center, I typed in the wrong e-mail address and apple ID. Now when I go to try and change it, it says my Apple ID is already in use by another. I do not see how that is possible as my ID is unique to me (e-mail address) and I use it on Apple.com, iTunes, ect. and it works just fine. I changed my Apple ID when I got my iPhone. I also have an iPod touch, but the Game Center on my iPod was under a different e-mail and old ID that I forgot about. I never used game center on my iPod except for a select few times.
How do I fix this???????

Nevermind. I figured it out. I had to log out and sign in with the ID I wanted to actually use. Lost my scoring, but still have the games and none of the progress was erased. So yay!

I have found a temporary solution, allowing the previous version of iTunes (v. 11.1.3 (x64) in my case) to be re-installed. It will allow you to re-establish use of iTunes until the Apple software engineers fix the most recent disasterous upgrade (v. 11.1.4). I got an email from Apple saying: your Apple ID and password will no longer be required for someone to erase, reactivate, and use your iPhone. Does this mean that anyone can have access to my iPhone? I still have to put my passcode in.

What that means is the activation lock does not operate if you did what you said you did. Bottom line, turn it back on. That will then require anyone trying to use the device to have yoru Apple ID and password.
