If you didn't enable find my iphone in icloud settings on your phone, then you can't do a lost mode or lock your phone.
I would assume you had a passcode on your phone to lock it. If you didn't then start changing your passwords.
Report the lost to your phone carrier - local authorities.

According to your profile, the phone is an iPhone 4, right? I'd also advise u not to constantly call the phone as you may cause the person who took the phone to be in distress if its not a trustable person, or it has not been handed to the police or any safe place; resulting in your phone getting turned off, drain battery faster etc.
1. Is it iOS 5?
2. Have you turned on Find my iPhone in the initial setup process? It's integrated into iOS 5 I believe due to iCloud. Not iOS4
3. Is data on?
4. Theif hasn't turned it off
If these criterias are satisfied, your phone can possibly be tracked with iCloud at http://www.icloud.com
Click the tiny iCloud icon on the left side of your screen, select find my iPhone.
DO NOT ALERT THE THIEF BY PLAYING A SOUND IF YOU DO NOT WANT TO DECREASE CHANCES OF RECOVERY - It's a no turning back for whoever he/she is.
Possibly, get a trusted buddy or anyone close to you to borrow you an iPhone WITH Find my iphone, you probably can track it real time with the google maps on Find my iPhone. You need to login to your apple id.

If you did not backup to your computer, do you have an iCloud account, and did you go to Settings > iCloud > Storage & Backup > Backup - for iCloud Backup set the switch to ON. If you did that you have a backup of your content in iCloud and can retrieve it.
You can also go to iCloud from a computer, login and check to see what backup you have, if there is a backup.

You do not need to install the "Find My iPhone" App.
If you had "Find My iPad" enabled in Settings > iCloud then you may be able to locate it. If not, you cannot locate it.
If it was enabled then you can try locating it via http://icloud.com on a computer or the App "Find My iPhone" on another iDevice. Note: this will only work if your device is connected to a network and the device hasn't already been restored as new and/or "Find My iPad" has not been disabled on it. Note: Disabling "Find My iPad" is much more difficult in iOS 7.
If you think that your device was stolen rather than lost then you should report it to the police. In either case you should contact your carrier, change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.

It's not likely to re-connect to a network lying on the ground somewhere and getting rained on, it would be really great if I could see that map again so I could use it's last known location to find it. Kind of pointless to have a 24 hr killswitch deadline. If I had known I would have taken a screen-shot while I still had access to the information. Since I lost the phone at Canada's Wonderland (which is now closed for the season) I don't have access to the location where I lost the phone (under a roller-coaster probably), and so I wanted to send the Lost And Found people a screen-shot of it's last known location, but I guess I can't do that now. (Apple are big jerks)

Lord K. Thank you. Yes I am within the 90 time period, however I travel Intertionally and I can not receive not make a call to Apple. I was just at the Genius Bar in Chicago and they said, don't worry about it. It just floats out there, however, I can not recover my messages on a flash drive. I need to go back to my old computer which I don't have with me. My messages were in folders for a lawsuit. It is going to take an incredible amount of work for me to, you have no Idea. Then there's nothing you can do. Only the previous owner can help you. They must either provide the ID and password, or erase the phone and remove it from their account as explained in the article you were reading. There's no way around this.

Correct. it does not magially appear in other places. It will only be where you put it.

Correct as well. Iphone will sync with one computer at a time. Syncing to another will erase the current content.
You need to copy everything ( itunes library/contacts/pics/calendars/files/docs) from the old computer, or your backup copy of the old one, to the new one.

If the phone was purchased in a Middle Eastern country that has banned FaceTime, there is no way to enable. Otherwise, FaceTime is already installed.
