I'm unable to access my iCloud Keychain, or add devices because I'm not receiving the verification number via phone as I put my Google Voice number.

I installed Mavericks, set up the iCloud keychain step by step. I was asked to link a phone number to it, and so I gave my Google Voice number. I know some systems don't allow for these kinds of numbers to work, but usually it's a two step verification - You put in your number, they send you a message with a code to verify this is indeed your number and you put in the correct phone number and voila it's linked.
A) It automatically accepted my phone number as is without verifying it
B) I'm not unable to verify my icloud Keychain account on other devices
Now the next step, for some reason I kept having pop-ups from keychain that asked me to put in passwords that over and over again. I couldn't find a solution so I re-installed Maveriks and did a time-machine reinstal. Which means now I can't verify access to iCloud keychain through any device at all. How can I reset everything and put in my real phone number?
I know my itunes/icloud user name and password and the 4 digit lock code for iCloud Keychain.

Be patient. You don't get an immediately notification email. Record the Claim Number somewhere in case something goes wrong. It can take up to 72 hours. I got mine in about 54 hours.

I am unable to log into my iCloud account through the web and apps on iOS and OS X that's connected to iCloud... Now I'm being disconnected from already logged in apps and is making reenter my password, but even when I do, it gives me an error. On the website all it says is 'iCloud encountered an error while trying to connect to server'. But when I tried using my old iCloud account, it was easily accessible... Can somebody help me out? If you have iCloud Keychain set up on another device, you can update your SMS number via that other device in order to verify your new device. If you do not have another device available or you do not have an SMS capable number, you will need to contact Apple for identity verification in order to bypass that phone number authentication. See below.

Can't enable iCloud keychain on any devices

I seem to have been logged out of Keychain on my two macs and my iPhone. When I try to sign in by getting approval from another device nothing happens and when I use the passcode I get a message saying "iCloud Keychain could not be restored due to a problem communicating with iCloud.
This is on an iPhone 5 and two MacBook Airs, all running the most up to date software.
All other iCloud services are working fine and dandy.
I've tried repairing permissions on the macs and logging out of all my iCloud accounts and back in.
I'm very much at a loss as to what else to try short of Applecare / Genius Bar!

If you can't receive the verification code via sms on your phone, then you need to contact Apple support as the prompt indicates. They can verify your credentials and add your device to the keychain: http://www.apple.com/support/icloud/contact/.

If the old ID is yours, and if your current ID was created by editing the details of this old ID (rather than being an entirely new ID), go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.

You need to be running Mac OS X 10.7.4 Lion or later to have iCloud.
Download it or a later version (Mountain Lion or Mavericks) from the Mac AppStore.
You haven't mentioned what version of OS X you're using now which is important when asking for help, but you need OS X 10.6.8 to access the Mac AppStore.

Export Photos and Videos from Camera Roll to your computer.
Empty Camera Roll.
Make a Folder/Album with all photos and videos you want to have in your iPhone and sync them through iTunes.
This will free up space in your iPhone and your iCloud.
The backup of Camera Roll in iCloud is only to restore your iPhone. You can't access them directly.

I am very disappointed with this iMac. It is only 18 months old and this will be the third visit to the workshop. I had expected more from Apple and from their repair agents. Luckily I have AppleCare.

I found this in the iCloud Keychain FAQs:
How do I set up iCloud Keychain on a new device if I don't have one of my other devices to approve from?

- The device that is using the SMS-capable phone number you provided when you first set up iCloud Keychain. A verification code is sent via SMS to this phone number. If you don't have access to this number, contact Apple Support, who can verify your identity so that you can complete setup on your new device.
- If you have these items, follow the iCloud Keychain setup steps documented above. Your iCloud Keychain will then be pushed from the cloud to the new device.
