I purchased an app when I had my iPhone 4s. I went to the app store to re download the app and I was charged for the app again after I downloaded the app.
IPhone and iPad have different formats. You would have to purchase the iPad version. This isn't true of all apps, some work on both iPad and iPod/iPhone (like most games).

very frustrated iphone user !!Changing devices is no reason to create a new Apple ID.
All content purchased from iTunes is permanently linked to the Apple ID it was purchased with.
To update apps purchased with the old ID, you MUST sign in with that Apple ID. -

I'm having a billing issue with my apple id. I got my first iPhone today and I've signe din etc however before i can download any apps etc i need to resolve an old payment apparently. The problem is i cant enter my new card details because the issue is registered to when i was in America and i require to pay the funds from an American source. Any ideas how i can resolve this? It wont accept my new card detail as im back in the UK. I think i have posted this in the wrong area but anyone got any ideas?

You can email Apple for help but the link is for the iTunes store not the Mac App Store. You've inadvertently poasted in the Using Mac App Store forum but that's ok. Billing issues are the same for the iTunes Store.

Try the Boot Camp Assistant when you are in OS X and download those and follow the directions in BCA utility.
Then look up the Boot Camp forum. I suspect you thought this was MBP related forum, it is for 65 lb tower model (and well the new "nMP Late 2013 Mac Pro" http://www.apple.com/support/macpro/

You can lock the device to prevent them from getting to your personal information if you set up mobileme, but unfortunately all the theif has to do is a forced restore and set up as new, get a new SIM and use it.

It was not legitimately unlocked by the carrier it was originally locked to. ONLY the carrier it is locked to can authorize unlocking it.
In order to allow it to be used on a different carrier, the phone was hacked or jailbroken. An unauthorized modification was made to the phone. That modification has damaged the phone. You can not get support for it here or from Apple. -
I am extremely upset. I purchased my iPad in SA and now I am in Greece. I cannot download free apps as I get a message that the apps are not available in the SA store and only in US stores. When I change to the US store the same thing happens. What is the point of having an iPad if I cannot use it worldwide??? I had purchased an audio book from itunes on my iPad and when I synced my iPad with my computer, my audiobook disappeared. I have already purchased this audiobook, so now I just need to know how to get it back because it is not on iPad anymore. I don't think the audiobook was backed up to icloud but I have the receipt to prove I purchased it. Is there anyway I can get it back?

If you purchased it on your ipad, then you would have to transfer it to your computer. File>Devices>Transfer Purchases.
You can then listen to it on your computer. -
When i purchased my laptop at the apple store i received a $100 app store gift card and the woman that helped me took a picture of my gift card and then through it out because apparently the credit was the on my itunes. I am trying to purchase things on itunes but cant redeem my giftcard because I dont know the Gift Card number.
iTunes menu View > View sidebar.
Select the iTunes Store inteh sidebar, click your account name then Sign out.
Then click SIgn in. -

It sounds as if you had a device that was jailbroken/hacked to operate on your carrier. Upon updating the iOS, it is now locked back to the original carrier the device was locked to.
Only the carrier the device is locked to can authorize an unlock. You will need to make contact with that carrier and see if they provide unlocking services, and if they do, if you qualify for an unlock. Otherwise, you are out of luck. One that carrier can take care of the unlocking. -

You cannot.
Unless you have done as you should and have the old facebook app on your computer. -
I had my computer repaired, and when I got it back I had to reinstall iTunes. Now iTunes won't authorize this computer because it says we already have 5 devices authorized, but this is the same computer. Does anyone know how I can fix this?
Deauthorizing won't delete anything, and all your purchased content is safe. You will just have to reauthorize any of the other computers that get deauthorized along with your computers old machine id.
To get your purchased content back on that computer, just use iTunes to redownload it (http://support.apple.com/kb/HT2519?viewlocale=en_US&locale=en_US). Of course, music you ripped from CD or got from another source you'll need to copy those files back over. -
I have an iPhone 4S and when I sync it, the "purchased" and "recently added" playlists do not show up on my phone. For some reason I can't get all the playlists I have set up in iTunes to show up on my phone.
