I try to download Flash, I get error "unable to load a GUI"

I'm using Windows Vista. I have Adobe Reader loaded. when I try to down load Flash Player I get the error wessage "Unable to load a GUI".

Follow All of the instructions and if you are using IE, see the NOTE at the bottom pertaining to IE
If you are using IE, download and SAVE this to your Desktop: http://fpdownload.macromedia.com/get/flashplayer/current/install_flash_player_ax.exe

If you are using FF, download and SAVE this to your Desktop: http://fpdownload.macromedia.com/get/flashplayer/current/install_flash_player.exe
You need to have permission to download ActiveX Controls and write to the Windows Registry and you'll find info on that
in the link for troubleshooting, in addition to other info. So be sure to read the 19166 article.
Do you have an Anti-Virus that is going to block a download? Does your Anti-Virus block installation of ActiveX or software? How about your Firewall, does it do the same?
Do you use Norton or McAfee?
I don't know what all of the posts are about this GUI, but use the links I provided. Until a person within the last few days, made a big deal about GUI, I had never heard of it before!!

Every time I try to download the latest version of Flash Player I end up with the error message : Unable to load a GUI. I did the live chat with Adobe Support and they narrowed it down to being technical. How should I fix this? I have to fix it or I won't be able to download flash player.

Thank you MerryMort, you've been a lifesaver! I checked out your last post, and the link you put up helped. It started up the download manager instantly. I tested out youtube and the videos there started up instead of giving me the message to install last version of flash player! Again thanks.

Did you uninstall iTunes 11 and replace it with iTunes 10.7? If so, you'll need to go through a few steps to put things right:
Rename "iTunes Library.itl" to some other name;
Copy newst ITL file from the "Previous iTunes Libraries" folder into your main iTunes folder and rename it to "iTunes Library.itl";
Download iTunes 10.7: http://appldnld.apple.com/iTunes10/041-7195.20120912.d3uzQ/iTunes10.7.dmg
Download/install shareware app called Pacifist;
Open Pacifist and, separately, mount iTunes DMG file -- drag iTunes PKG file into Pacifist and install iTunes via the Pacifist application -- be sure to answer yes to replacing everything Pacifist asks about;

You can only use apps downloaded from the App store, not via a browser. There is no Flash for any iOS device including the iPod.

System requirements for XCode is 10.8.4 and above. Since you have 10.7.5 it can't be installed.

This is a rare error, so excuse me if I ask some basic questions:
1. Do you update your Apple software through the Software Update pulldown menu? If not, I'd suggest doing that.
2. Do you perform diagnostics? If not, you can perform a Permissions check by going to Applications/Utilities/Disk Utility and running it.
3. Do you perform other diagnostics? Download Onyx to your Mac, and perform a full diagnostic on your machine. You'll need to reboot.
4. Have you tried to download updates individually from Apple? Not the perfect solution, but there's a good chance it will work.
5. Have you used Terminal? If you go to Applications/Utilities/Terminal, type "sudo softwareupdate --install --all", and enter. Software Update should work.
6. If all fails, consult help at your Apple Store, if there's one nearby.
