If it is an Intel Mac Mini, you will need to set the Partition Map Scheme to "GUID Partition Table" and Format it Mac OS Extended (Journaled). If it is a PPC Mac Mini, you will need to set the Partition Map Scheme to "Apple Partition Map" and Format it Mac OS Extended (Journaled).
Then reinstall the OS X on your Install Disc and Update it.
1. Boot from your install DVD or Bootable Clone and open Disk Utility.
2. Highlight the HDD in the list of drives and select the Partition tab.
3. Under Volume Scheme select 1 Partition and click on the Options... button.
4. Select GUID Partition Table in the drop down window and click OK.
5. Set the Format to Mac OS Extended (Journaled) and click the Apply button.
6. Once that is done, then you can do a clean Install from your Install Disc.

Do you have enough funds in your bank account?
otherwise iTunes sometimes black lists card if there are too many fradulent purchases
Reason why they might black list a card is possibly you call in for alot of fradulent purchases
One more reason can be because iTunes does actually limit the amount you can change payment methods

Reboot your iPad and then see if you can set the security questions.

Your ITUNES account can be accessed from any device or computer that has itunes, as long as you have your username and password. Using your itunes account from another device does not affect your ability to use the account from your device.

Are you adding or changing your credit card details on your iTunes account ? If you have then each time that you do so a small temporary store holding charge may be applied to check that the card details are correct and valid and that it's registered to exactly the same name and address as on your iTunes account - it should disappear off your account within a few days or so.

Deleted everything off my Mac mini now it won't let me download OS X
After not using my Mac mini in a number of years I decided to reboot to factory default. I followed instructions to do this however I must've done something wrong. When I am in disk utilities and trying to create a new partition it won't let me. Error code 61 pops up. So I tried to by pass this and download OS X snow leopard anyway but when I go to do that it says that it can't be installed on a disk with MS-DOS (FAT32) format. I'm stuck. My computer won't run.

It sounds like you purchased a season of a TV show, and after downloading the first, you are being prompted to buy the rest of the episodes rather than just download them as previous purchases. I would first doublecheck my purchased history and make sure it wasnt a single episode purchase.

When you confirm that you purchased the entire season, I would next sign out of the iTunes Store, and then restart the computer, sign back in, and try to download the other episodes again.
