Create a NEW account/ID for her using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. If your computer is on one minute before it freezes, than you have one minute to secure your serial number.
click the apple----->click about this Mac ------> click on version----> until you see the serial number. You may have to do this a couple of times if it freezes before you have all the numbers. A camera might help.

My younger brother had the same problem. You have to go into settings, app store, details and then change your credit card details to none. If there is no none option, you will have to use a different apple id.

1. Sign out of current Apple ID if you are sign-in to one (important)
2. Go to App Store and select a free app
3. Tap INSTALL APP
4. Create New Apple ID

She hasn't changed countries nor regions, she's not using the either store for the first time, nor does she owe anything. She doesn't have a gift card. She's just a person without a credit card. She did have one, and now she doesn't.

If you have an existing ID, & you don't want to use a credit card, you'll have to redeem an iTunes gift card. If you don't want to do that, you'll have to create a new ID by following the directions here, EXACTLY:
