You can't change it unless you can access the Password & Security section of applied.apple.com. And you can only do that by answering your security questions, or with Apple's assistance:
How to reset your Apple ID security questions.
Go to appleid.apple.com, click on the blue button that says 'Manage Your Apple ID'.
Log in with your Apple ID and password. (If you have forgotten your Apple ID password, go to iforgot.apple.com first to reset your password with a password recovery email)
Go to the Password & Security section on the left side, and click on the link underneath the security questions that says 'Forgot your answers? Send reset security info email to [email]'. This will generate an automated e-mail that will allow you to reset your security questions.
If that doesn't work, or if there is no rescue email link available, then click on 'Temporary Support PIN' that is in the bottom left side, and generate a 4-digit PIN for the Apple Account Security Advisor you will be contacting later.
Next, go to https://getsupport.apple.com
(If you see a message that says 'There are no products registered to this Apple ID, simply click on 'See all products and services')
Choose 'More Products & Services', then 'Apple ID'.
A new page will open.
Choose 'Other Apple ID Topics', then 'Forgotten Apple ID Security Questions'.
Click the blue 'Continue' button.
Select the contact option that suits your needs best.

You need to either answer your security questions or remember your rescue email address to check it. Afte that you will need to contact Apple account security to reset your password (after proving you are who you say you are).

You can set up an @icloud.com alias address to use that will receive email in your current inbox, but you can't get another @me.com address at this point (see http://help.apple.com/icloud/#/mm6b1a490a). Just be aware that you can't later use an alias address to set up a new iCloud account, transfer it to another account or reactivate it should you ever delete it.

The security questions and rescue email address is there for account security. If you don't have a rescue email address then contact iTunes Support using the link on the HT5312 page that you posted from.
When they've been reset you can then either a rescue email address for potential future use, or if it's available in your country you could change to 2-step verification : http://support.apple.com/kb/HT5570

You need to contact Apple. Click here, phone them, and ask for the Account Security team.

Because an alternate email isn't the same as a rescue email. If you can't get an email sent to your rescue email address or don't have one, you need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.
