If I have my photos backed up with iCloud, can I delete them off my phone and will they be saved?

If I have my photos backed up with iCloud, can I delete them off my phone and will they be saved?  We can't do the IOS 7 upgrade and notice that the photos are taking up the most memory.  If I delete these, but they are backed up on iCloud, will I lose them all if they aren't stored anywhere else?

If you delete the backups it will not delete any content from their device, however the data will be removed from iCloud.
It will also prevent the devices from backing up to iCloud in future, unless this is re-enabled.

    The only photos backed up up on iCloud is your Camera Roll when you run iCloud Backup and they can't be accessed without restoring your whole devices.
    Photo Stream is not a backup. It is a sync tool.
    Photo Stream only holds 30 days of photos on the server and 1000 photos on your iOS device.
    To keep them safe, all your photos should be transfered to your computer and backed up.
    Once they are safely on your computer, then delete them from your iPad.

    You can only restore them from a backup. This has occurred because you are sharing an iCloud account. ideally you should each have your own iCloud account, that way you can each manage your own mail, contacts, calendars, documents etc and avoid unintentional deletions and unwanted editing. If there is information you wish to share between you, this can be done with a secondary account.
    Having separate iCloud accounts, doesn't mean you have to have separate iTunes accounts, so whilst you keep your personal data separate, you can continue to share music, apps, books, TV shows, movies etc.

    Yes you could delete backups without loosing anything on your device, but iCloud storage has nothing to do with your local device capacity. I guess that your device is just full and that you have to delete something like apps, movies etc to free up some space for other content.
    iCloud uses its storage only for
    Photos and videos in the Camera Roll
    Device settings (for example: Phone Favorites, Wallpaper, and Mail, Contacts, Calendar accounts)
    App data
    Home screen and app organization
    Messages (iMessage, SMS, and MMS)
    Ringtones
    Visual Voicemails
    purchases of apps, music, videos do not count against your iCloud storage capacity ( but please see also iCloud backup and restore overview http://support.apple.com/kb/ht4859).

    Unchecking sync photos in iTunes will only delete photos synced from your computer to your phone, not the photos taken on your phone in Camera Roll.  To delete these, open Photos>Camera Roll, tap the arrow button on the top right, tap the photos you want to delete, then tap Delete at the bottom.

    You could but you're taking a chance on losing them if you do.  Photo stream photos only remain in iCloud for 30 days.  If you ever lose your phone, have to restore it, replace it, or turn off photo stream, you will only get back photos from the last 30 days.
    To make sure your photos are safely backed up, import them to your computer while they are in the camera roll, as explained here: http://support.apple.com/kb/HT4083.  You will get an option to delete them from your phone after importing them.

    Yes - you need a min of 10 GB just to operate - with just 1 you certainly can lose photos and other critical things - you need to make space immediately - probably by moving your iPhoto library to a volume formatted Mac OS extended -
    Moving the iPhoto library is safe and simple - quit iPhoto and drag the iPhoto library intact as a single entity to the external drive - depress the option key and launch iPhoto using the "select library" option to point to the new location on the external drive - fully test it and then trash the old library on the internal drive (test one more time prior to emptying the trash)
    And be sure that the External drive is formatted Mac OS extended (journaled) (iPhoto does not work with drives with other formats) and that it is always available prior to launching iPhoto
    And backup soon and often - having your iPhoto library on an external drive is not a backup and if you are using Time Machine you need to check and be sure that TM is backing up your external drive

    The only iCloud feature that meets this requirement is the iCloud Photo Library (Beta). I don't think that I would trust all my photos to a Beta-level product.
    You could create a Dropbox Account and move the photos to it or move the photos to your computer.

    How are you planning to store photos in iCloud? There are many ways to use iCloud with photos, but none will save space on your Mac:
    iCloud Drive: Any photo you store on iCloud Drive will also have a shadow copy on your Mac, so you cannot save space, see: iCloud Drive FAQ
    My Photo Stream:  Photos you upload to My Photo Stream from your Mac, are also stored on your Mac. And My Photo Stream is only a temporary storage for a month. You cannot keep the photos permanently in My Photo Stream, see:  iCloud: Photo Stream FAQ

    There is a similar setting for Videos on that Settings screen, so if you leave that 'on' you may have similar happening in the Videos app

    Photos that are synced to the iPhone cannot be deleted directly from the iPhone itself. To delete them try these steps:
    To delete synced photos and videos
    In iTunes, select the device icon in the Devices list on the left. Click the Photos tab in the resulting window.
    Choose "Selected albums" and deselect the albums or collections you want to delete.
    Click Apply.

    If your computer is signed into your iCloud account with Mail, Contacts, Calendars, and Tasks checked on the iCloud control panel for Windows, when you delete a contact on icloud.com it sould be deleted from Outlook.  Try deleting one and see if this happens.

I have already backed them up to an external hard-drive, my computer and a geek stick. I'm not trying to be too paranoid about these photos, but, they are all of my 3 children. Some photos go back as far as 2009.   Can you offer any information about backing up my Camera Roll, not just "Photo Stream", and albums I've created On my phone? I read that it's good to back photos up on both iTunes as well as icloud. I even purchased extra icloud storage to back them all up.   I do regularly back up/sync, my phone to my computers.   However, I cannot even locate where they are stored on iTunes, let alone look at them. And as far as my iCloud backup, it only stores the new pictures from "Photo Stream".   Please offer any advice you may have. I do not use up a lot of storage on my phone other than Photos and Contacts (it's a work phone).   I would definitely be able to sleep better knowing my children can one day see these pictures of themselves.     First of all, you should always save you photos on computer like any other digital camera.
    Backup on iCloud or iTunes only backup your Camera Roll. The other photos should be already on the computer.
    Note: Photos are not saved in iTunes, it's only a conduit between your iPhone and your photo managing software on computer.
