IMP-00013: at 11g database

Question

I have done schema level export and import with same schema name as user name and password. No Imp_full_database role at target database(import).
while importing it is throughing the below errors.
IMP-00013: only a DBA can import a file exported by another DBA
IMP-00000: Import terminated unsuccessfully
My Oracle version is 11.2.0
Can any one provide me the solution / some links to find the solution?

here is how i did it. Its my example, u have to create tablespaces and tables according to your database. hope u are using 10g or 11g
EXPORT
SQL> conn /as SYSDBA
Connected.
SQL> drop directory EXPDIR;
Directory dropped.
SQL> create or replace directory expdir as '/u01/app/oracle';
Directory created.
SQL> GRANT READ,WRITE ON directory expdir TO SYSTEM;
Grant succeeded.
SQL> EXIT
[oracle_db~]$ expdp system dumpfile=export.dmp logfile=export_logfile.log directory=expdir
IMPORT
[oracle@dbhost ~]$ sqlplus
SQL*Plus: Release 11.2.0.1.0 Production on Sat Feb 18 19:52:17 2012
Copyright (c) 1982, 2009, Oracle. All rights reserved.
Enter user-name: / as sysdba
Connected to:

SQL> create or replace directory expdir AS '/u01/app/oracle';

[oracle_db~]$ mkdir /u01/app/oracle/oradata/sh
SQL> CREATE tablespace "HAS_TABLESPACE" LOGGING datafile '/u01/app/oracle/oradata/sh/has_01.dbf' SIZE 100M
2 autoextend ON MAXSIZE 3072M EXTENT MANAGEMENT LOCAL SEGMENT SPACE MANAGEMENT AUTO;
Tablespace created.
SQL> create user has identified by oracle default tablespace has_tablespace quota unlimited on has_tablespace;
User created.
SQL> grant create session, dba, create table, create role to has;
Grant succeeded.
SQL> create user RECEPTION identified by oracle default tablespace has_tablespace quota unlimited on has_tablespace;
User created.
SQL> create user KITCHEN identified by oracle default tablespace has_tablespace quota unlimited on has_tablespace;
User created.
SQL> create user ACCOUNTS identified by oracle default tablespace has_tablespace quota unlimited on has_tablespace;
User created.
SQL> create user MANAGEMENT identified by oracle default tablespace has_tablespace quota unlimited on has_tablespace;
User created.
SQL> GRANT READ,WRITE on directory expdir TO HAS;
Grant succeeded.
SQL> grant read,write on directory expdir to reception;
Grant succeeded.
SQL> grant read,write on directory expdir to kitchen;
Grant succeeded.
SQL> grant read,write on directory expdir to accounts;
Grant succeeded.
SQL> grant read,write on directory expdir to management;
Grant succeeded.
SQL> exit
Disconnected from Oracle Database 11g Enterprise Edition Release 11.2.0.1.0 - Production
