Installing Webdb 2.1 on Solaris big problem

Question

"You entered an incorrect system password
or an incorrect TNS names alias" error message while I was installing the Webdb 2.1
on Sun Solaris.
During configation :
In installer I entered other new home:
ORACLE_HOME=/u01/app/oracle/product/webdb
Host Name: sun1
Data Access: WebDB
WebDB Schema: WEBDB
Listener Post: 2000
Enter your Oracle database SYS user password
and TNS names alias.
Password: abc
TNS Name Alias: UDEV01
( I also tied UWEB01 which was new added Webdb TNS name in tnsname.ora )
( UDEV01 is current using database TNS name )
when I entered the following error message
will issus :
"You entered an incorrect system password
or an incorrect TNS names alias"
As the other configation :
"TNS_ADMIN=/u01/app/oracle/product/8.1.5/network/admin" has set in env.
while, I checked to login the server was sucessed :

uweb01 was new added by network assistance for webdb
listener was also running properly

Today I had the same error message, while installing WEBDB 2.2 on 8.1.6 on Solaris 2.7
It seemed to have 2 causes.
1.
In the directory $TNS_ADMIN was pointing to, an (old) sqlnet.ora file did exist. When I removed this file, a tnsping from the WEBDB ORACLE_HOME/bin was possible.
2.
During the install of webdb, an error appeared because sqlplus couldn't be linked. This was caused by /usr/ccs/bin not being in my PATH, and therefor the make command couldn't be found.
After de-installing webdb, changing my PATH variable and installing webdb again, things worked for me.
