Issue: App won't start, Dependancy Library Signature Issue

Question

When I attempt to launch my web launch application, I get the following error:
An error occurred while launching/running the application.
Title: App
Vendor: Vendor
Category: Launch File Error
JAR resources in JNLP file are not signed by same certificate
My JNLP file has the following nodes under resources:
  <jar href="myapp.jar" main="true" download="eager"/>
  <jar href="lib/bcprov-jdk16-143.jar" download="eager"/>
  <jar href="lib/commons-logging-1.1.jar" download="eager"/>
  <jar href="lib/ws-commons-util-1.0.2.jar" download="eager"/>
  <jar href="lib/xmlrpc-client-3.1.1.jar" download="eager"/>
  <jar href="lib/xmlrpc-common-3.1.1.jar" download="eager"/>bcprov-jdk16-143.jar is Bouncy Castle's security provider and associated code. It is obviously signed with a different key (as all security providers are). Is there any way to resolve this issue?

</jnlp>when I try to execute my JNLP file, I am presented with an error: "java.lang.NoClassDefFoundError: org/bouncycastle/jce/provider/BouncyCastleProvider"
BouncyCastleProvider is in the bcprov-jdk16-143.jar file (which is in my auxillary JNLP). Am I doing something obviously wrong here? I've already tried it without the <ext-download> with no success.
