Issue w/ param injectio and c:import

Question

I'm experiencing a problem injecting a param into a request scoped backing bean while performing a JSTL import on a jsf page. A example of the task I am trying to do is the following...
I have a page that imports another page:
<f:subview id="idForRegion">
     <c:import url="region.jsp">
          <c:param name="region" value="east"></c:param>
     </c:import>
</f:subview>The imported page references a backing bean that I use injection to set the value of an attribute to the param passed during the import.
The imported jsf page (region.jsp) snippet:
<h:outputText value="Region: " style="font-weight: bold;" />
<h:outputText value="#{Region.region}" />The backing bean snippet:
   private String region;
   public void setRegion(String aRegion)
      region = aRegion;
   public String getRegion()
      return region;
   }and finally the faces-config.xml

          <managed-bean-class>test.RegionBackingBean</managed-bean-class>
          <managed-bean-scope>request</managed-bean-scope>
           <managed-property>
              <property-name>region</property-name>

              <value>#{param.region}</value>
           </managed-property>
     </managed-bean>I know the injection works because I can call the region.jsp page directly with region.jsf?region=east and get the expected result. So it is injecting the param via the GET, but not the import.
I have also verified that this works on BEA 10 and WAS 6.1, so I'm wondering is this a bug in the reference implementation (JSF 1.2)? And if so, how can I go about checking for an update to see if this is resolved? I've got a work around w/ the GET, but I would like to get our app working via the import due to other reasons.

My understanding is that parametrized JSP imports were never intended to be included in the specification and in fact are not. So any situation where they worked in the past was purely by the generosity of the developers or by a coincidence of the implementation. E.g., see [https://javaserverfaces.dev.java.net/issues/show_bug.cgi?id=629].
Although, I see that you are using <c:import> and the bug I referenced deals with <jsp:param>. The most expedient method might be to log a bug report and get the definitive answer.
