JSpinner is enabled but its visual representation is not

Question

using jrte1.5 on Windows 2000 this Spinner is editable but their arrows appears not enabled

I have an example of a JSpinner here which definitely works on Windows 2000, and the only difference is the amount of code.
public class MyPanel extends JPanel {
    private JSpinner  spinner;
    public MyPanel() {
        super(new BorderLayout());
        spinner = new JSpinner(new SpinnerNumberModel(0,0,10,1));
        add(spinner, BorderLayout.CENTER);
}Does that work as expected? If so, then you'll have to gradually add stuff back until it does work.
