These timezone definition changes are fairly common, when viewed world-wide.
For notifying Apple, contact the folks at the Apple Support Center or (if you have access) log a bug report. (The folks at Apple might or might not notice any postings made here.)
For the immediate case, updating the timezones yourself is straightforward; the sequence is basically the same on Linux, OS X, Unix and even OpenVMS. Ugly, but it works. (The US folks got to see this mess first-hand a few years ago, but there are other locations that see these sorts of timezone definition changes far more often.)
For those following along that aren't familiar with this sequence, this old posting should get you close when rebuilding your definitions, though the timezone database has moved to IANA.

Make sure you enter your new Id in settings/message, settings/facetime. ANy content that you downloaded with the old ID is forever linked to that old ID and if you have apps that were downloaded with the old ID and you want to update them you can only do that with the old ID. You could delete those apps and downlad them again ( and pay for them if they are not free apps)

On my address bar, there is now a superfluous Amazon button at the right of the forward arrow where there used to be a button that would allow you to see your recent links. It's gone. Ever since the update of Mavericks, my laptop has had difficulty maintaining power supply to the USB for charging my iPhone. It is almost like having a loose connnection, where the phone does not seem to be connected much of the time, but then I also get pop up messages saying the phone is drawing too much power.

Answer, I doubt it. USB hubs frequently do not provide enough power to charge peripheral devices.
Charge it in a wall plug.

I once cropped a photo in CS5.1 using a crop-tool preset. Now I can't get back to the original crop tool. No matter what I do, I can't get back to an unrestricted crop area with draggable "handles" in the corners and on the horizontal and vertical borders. Help!

With the Crop tool selected, click on the Cog icon in the Options bar, and check 'Use classic mode'.
