Message needed to be displayed

i have written a program in forms which is a logon screen.
following is the program which i have written,
DECLARE
     USERNAME EMPY.EMP_USERNAME%TYPE;
     PASS EMPY.E_PASS%TYPE;
     CERT EMPY.AUTHORISE_CERT%TYPE;
     CURSOR C1 IS
     SELECT EMP_USERNAME,E_PASS,AUTHORISE_CERT FROM EMPY;
BEGIN
     OPEN C1;
     LOOP
          FETCH C1 INTO USERNAME,PASS,CERT;
          EXIT WHEN C1%NOTFOUND;
          IF
               :USERNAME=USERNAME AND
               :PASS=PASS AND CERT='Y' THEN
               GO_BLOCK('CERTIFY');
               EXECUTE_QUERY;
                              END IF;
               END LOOP;
     CLOSE C1;
     END ;
i need to to display a message for the user with
invalid password such as' invalid user/password'.
if i use else condition i get the message even for the valid user.
could anyone help me out

You are looping through the whole empy table with this cursor:
CURSOR C1 IS
SELECT EMP_USERNAME,E_PASS,AUTHORISE_CERT FROM EMPY;
I think you mean this:
CURSOR C1 IS
SELECT EMP_USERNAME,E_PASS,AUTHORISE_CERT FROM EMPY
WHERE emp_username = user
You don't need the loop, just open, fetch into and close.
