More Stub/unmarshalling errors - please help

Dear all,
I'm having great trouble getting an RMI application application to work.
Basically, I have the RMI server on a Sun, and the client on a W2k machine. I compile the stuff on the Sun machine as normal, use rmic etc.
In a new shell window, I type "rmiregistry".
Then in another new shell, I type
"java -Djava.rmi.server.codebase=http://joint-elt/ -Djava.security.policy=permit eltServersideConnection"
(joint-elt has the IP address 10.16.58.7, and the permit file simply grants access to everyone). My generated Stub.class is in the htdocs directory of my apache server (running on port 80), and can be downloaded using a web browser, ftp etc., by typing http://10.16.58.7/ in IExplorer etc.
On my client machine, if I type "java rmiserver 10.16.58.7" (where I have the target IP address as an input argument, and rmiserver is the connecting application), I get:
"error unmarshalling return: nested exception is:
java.lang.ClassNotFoundException: eltServersideConnection_Stub (no security manager: RMI class loader disabled)"
If I have the stub file in the same directory on my client machine, then this will work, as it doesn't have to download it from the server.
I also get the same problem if I specify port numbers 80, 2001 (rmi port) in the URLs above.
In my server side implementation, I create a new RMISecurityManager(),
so what is going on?

OK...here goes....first of all, I've done a printenv on my server machine and I can't find any reference to the CLASSPATH. Hmm.
The Sun machine has an interface to a graphics routine that we
use, and we are trying to control it remotely, hence the use of RMI.
Right, on the Sun, this is what I do:
create a policy file in the directory (open access):
javac *.java
rmic eltServerSiceConnection (this is the server side class that contains main(), sets up the SecurityManager, and implements the interface class)
copy the generated eltServersideConnection_Stub.class into the root directory of my webserver (apache, listening on port 80).
Start httpd if not running already.
cd into the source/compiled file directory
run rmiregistry
open another shell and cd into this directory:
run
java -Djava.rmi.server.codebase=http://joint-elt:80/ -Djava.security.policy=permit -Djava.security.manager eltServersideConnection
(I don't bother with -cp as I don't have a classpath set up)
(joint-elt is the name of the server, IP is 10.16.58.7)
I get the message that eltServersideConnection is bound in the registry.
Now, on the CLIENT machine, I do the following:
javac *.java (including the interface file, which is common to both server and client)
create a security policy file (again, allow access to all).
run the following:
java -Djava.security.policy=permit -Djava.security.manager rmiserver2 10.16.58.7
(where rmiserver2 is my client side code and I specify the IP address of the target machine as an argument).
And then I get the access denied message!
