That is indicating that the device has gone into recovery mode. Press just the Power button until the red Power Off slider appears and slide to turn it off. Then power it back up to see if it has exited Recovery Mode. If it has, then you should be good to go.
If it has not, then the issue you had that caused the iPad to turn off was one that put your device into Recovery mode requiring that you go through the recovery process (i.e., the reset did not process since the issue required a recovery to resolve). Here is a link that explains what you need to do to get out of Recovery Mode in that case:

Even if it is a hardware problem they should fix it regardless of warranty. If you buy a car and after 1.5 years the doors fall off due to a failure in their design and construction, do you think the car manufacturer could pull off what Apple is trying to do? Yes the car still delivers its primary objective of driving from A to B, but significant functionality has been lost due to their fault.
It is the same with this iPhone wifi problem. Apple are a disgrace, I have had significant Apple Hardware failures with my MacBook Pro and iPhone within 2 years of purchase. Pathetic quality. -
My phone started acting up and I noticed my text messages were not being sent. So I turned my iphone off. My iphone 4s turned off properly but when I went to put it back the apple icon came on and then an image I have never seen before of a UBS pointiing towards the word itunes in a circle. And the phone no longer goes beyond this message. I try to turn it off and on again and same message over and over. If I hit the any button on the phone nothing happens. Does anyone know what this means or seen this itunes messaging ? meltdown? Please help.

Thank you so much for your response. I had these photos backed up on iCloud but, had I not, its good to have an alternate solution as the one you suggested. Actually, I went to the Apple store today and yes, you are absolutely correct Restoring in iTunes will result in permanent loss of photos unless backed up somewhere such as iCloud or other solution. Well, what they did was restore the phone in itunes ( I did not have iTunes downloaded to my computer which is why it did not work when I went to do it myself, I needed to go to the iTunes site and go to the download iTunes button because my windows based HP laptop does not come with itunes already downloaded). This retoration process took a while and I was forced to upgrade to the latest 7.1 iOS software which I was not too happy about -sometimes you like the way things work now :-) Anyhow, they said this restoration request happens as a result of a software update (which I was NOT in progress of an update or doing an update) or sometimes when you remove the power cable too quickly from the iphone (which I do not recall doing this either but...). Since I had backed up on iCloud all of the photos were downloaded back on my iphone 4s. Best of all was that my phone was back up and runnning and there was NO CHARGE at the apple store for this service of restoring my phone. Well, I just wanted to share the results and I appreciate all the responses and support I received. Thank you kindly. -
My I phone has plenty of storage but will not download any apps free or paid for when I press install the installation symbol appears briefly and then the page reverts to the original form with the price or free on the right hand side.

Well last night after I had got off the phone it had froze up (never happened before) and then it it went blank. I would call it from my house phone and it would ring and vibrate but nothing showed up on the screen. I don't know where to go from here I just need desperate help. Please and thank you!
Try doing a hard reset, Hold the "Home & Power Buttons" down at same time, until you see the Apple Icon appear. Then let go of the buttons.

I pretty much stated it in my question. I dropped my iPad and now it won't boot itself up. The apple symbol shows up, then the screen turns all black and weird looking with a strange green color at the bottom, and just turns off. It keeps doing this over and over. What happened and is there a way to fix it? I also tried connecting it to itunes and that doesn't seem to be working. It detects an ipad but can't seem to read anything else. It tells me to try and restore it but I can't. HELP!!!
Try this. It worked for a few users after a drop.
Turn the iPad over and give it a very HARD slap on the back. May take several slaps.

Connect your phone to itunes and restore it by clicking the restore button, then restore from backup.

I Don't know what happened to it. I'm also having the problem of calls going straight to voicemail.
Pressing just the Power button can also do a Reset as well... I added some additional things that can help if your phone is giving you issues in the Future..

So i bought an iPhone 3g 16gb off of craigslist for 120. I met the person at safeway, where she showed me that the phone worked perfectly. She showed me a game, then exited and called my cell phone. I was sold. Before i leave she starts the restore process on the phone. I get home and realize it's dead. I hook it right up to my computer and see that the little battery pops up on the screen of the iphone and its red, but continues to charge. I walk away for 10 minutes, come back, and its a black screen. I turn it on, the little apple logo pops up, im thinking HA we have lift off! But no, it shuts right back off. I've turned it on and reset the thing, i've hooked up my old ladys iphone to make sure everything is working properly, chords, usb ports, etc. Everything is working perfectly but my new iphone. It continues to turn on and show the logo, but shuts down 30-40 seconds later. What do i do??? Please help!!!!

For some reason some of my apps suddenly went dark and say waiting. I tried syncing with the computer and updating all the apps but they stayed dark. The individual apps in question say they are updated when I looked at them. Any ideas? Do I need to just delete them off the IPad and start over?
Hi you guys,four days ago my FT and iMessage worked well on my iPhone 5 IOS6.1.3,but my phone Number did not in the caller ID loop,so I turned both of them off,when I wanted to turn it on again,but failed,I tried so many times,but make no difference,It shows me"waiting for activation".Then I found the solution on internet,and you know there are many possible solutions,just like:
1.change the wifi DNS to 8.8.8.8,8.8.4.4.and you must turn your cellular ON.
2.restore the phone setting.Settings>>General>>reset>>all the phone setting.
3.restore the network setting.Setting>>General>>reset>>the network setting.
3.reset the network.
4.reset your Date&time.Setting>>Date&Time>>set automaticlly>>ON.
5.change another network to activate.
6.take out the sim card to activate.
I did everything,but nothing happend,it still"waiting for activation"
And today afternoon,i try to activate again,when i turn iMessage on,it activate successfully.OMG,it is really amazing.and the same to my Facetime.
I am so exciting and strange how it happen...
I followed all the setting above 1.2.3.4.5.6,the only difference is i turned the "enable 3G" OFF(Settings>>General>>Cellular Data>>Enable 3G>>OFF),but it keep ON before now.
seriously,i am not sure if the "enable 3G"causes this problem,but it really happened to me,so you guys can try if you have the same problem,

As I said, It's now frozen and I cannot use my iphone basically. WHen I turn it back on, it goes to the facebook screen. It doesnt go the the lock screen first. I've tried to shut it off but thats kinda hard because my lock button is broken. Please Help!
You need to reset the phone, but that requires a functioning on/off (lock) button. Time to visit Apple.

It took 2 hours to download my rental, then when i go to play the movie it flashes loading and then authorizing. It stays stuck on authorizing. Anyone experience this?

The first thing to check would be your internet download speed, you can do this at www.speedtest.net.
1080p HD movies require a recommended speed of 8 Mbps, 720p HD movies require a recommended speed of 6 Mbps, while SD movies require a recommended speed of 2.5 Mbps.
