No one here can do anything about it. If you can't locate it with Find my iPhone, then it's gone. Probably for good.
Report it to your carrier and the police. If you did not have it locked with a passcode, change all of your passwords.

I agree with James...change that Apple ID password.
Although it may be too late to matter, another thing to do is to initiate the Erase iPad feature within the Find My iPad settings. This will erase the iPad including any personal data that you would not want someone else to have (e.g. - credit cards, banking, social security, etc.).
There is a feature in Find My iPad that allows you to send a message (like how to contact you) to the iPad once it reconnects to the internet; but after 2 weeks, I'd say that probably will not produce results.

all of your data was accessible to whoever has it. Change all your passwords

if u have the imei number (it should be on u r purchase reciept) or if u r using paymonthly phone ask u r network provider if they had any records of u r imei number. tell u r network to block the phone. file a police complaint.
u can get the data back if u already sync u r iphone with u r itunes in u r laptop.
if u have installed icloud in u r divice u can locate u r phone by your self otherwise...its police duty!
Best option go for insurance claim if u have one.

My ipod had been stolen, the police found it.
When i got it back it has a passcode from the person who had it.. it also will not let me connected to itunes it comes up with " iTunes could not connect to the ipod touch "Tiana's ipod" because it is locked with a passcode. you must enter passcode on the ipod touch before it can be used with itunes. So Iv followed all the steps what the apple website said to do and nothing. I also followed the steps through find my iphone app from my moblie which that still wont work due to it needs to connect to the net to delete everything from the ipod to re start it!! which it wont connect to the net due to the wifi switch is off. I cant get in the ipod in the first place because of the silly *** passcode..
Please Help in anyway

Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

Unfortunately, the only thing you can do is filing a police report. Apple does not have any sort of process for recovering lost or stolen machines:

If you were running Lion and had activated Find My Mac you can log in and see if you can track it down. Find My Mac only works is the machine is on and has an internet connection. The odds of a thief having the machine on at the time you try to track it are pretty slim.

It was never free for the 3GS.
It is if the initial sign-up is done on an iPhone 4, iPad or iPod touch 4th gen.

You must switch on the lost mode on the app " Find my iPhone ".
If you can see it on the map of this app, you will know where is your iPhone in that moment.
REMEMBER: you can see your iPhone on the map of " Find my iPhone" only if it is online. Indeed you can't see your iPhone if it's offlined or switched of.

Apple is not law enforcement and is not in the business of helping user's track lost/stolen devices. They are only a manufacturer, like HP, Motorolla, Sony, LG, Nokia, and Samsung.
If the device is turned off... there is not much that can be done.
Contacting local law enforcement and reporting it stolen and reporting it to the carrier is the extent of what a user can do.
