My iphone 4 was on the loading screen , so i pressed and held the power and home button until the apple logo came up , now its stuck on the apple logo .

Yeah... it's one of the negative side effects of the jailbreak process. Your best bet would be trying to restore the phone, but it seems even that might give you trouble, from what I've read in another topic.

- If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
- Try another cable
- Try on another computer
- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

Did you try to reset by holding the sleep and home button until the Apple logo comes back again?
Does it work with headphones plugged in? If yes, did you try to play music in headphone mode, then unplug during playback and start playing music again after that?
If you toggle the volume, can you see the slider moving up or down? -

The two first choices are to reboot by holding both the power and home buttons until the apple logo appears, that can take up to half a minute. If that does not work, then more drastic is to restore using the recovery mode to connect to a computer running iTunes, described in http://support.apple.com/kb/HT1808 and summarized as:

I figured it out by pressing the home button and the off button but when i turn my phone on again it's not restored. And when i try to restore it with iTunes it has to update but i can't update my phone because it's jailbreaked but if i can't update it, it won't restore the phone.

I was updating my ipod touch to iso 6.1 (i think) and when my ipod restarted after the update it froze on the loading bar so i held the lock and home buttons down to restart my ipod it showed the apple logo for a few seconds then the screen went random colours. I get this message when i try to sync and download my iphone, ITUNES was unable to load data class information from sync services, reconnect or try again later. this has happened twice. i have not downloaded by phone in several months. the first time i got this message i did not understand i and left my phone plug in for 12 hrs and it never did anything. today. when i got the message i just unplugged it.

My phone died last night and when I plugged it in it wouldn't turn on.I tried restarting it but it has yet to turn on since last night,It was just a black screen,i try the on/off and home buttons together but its not working,What should I do?
How long have you had your phone? Because if you've had it a long time, the battery in the phone might of died on you. Or have you dropped it in water, snow, from high up? All those things could of disconnected something internally in your phone, or permentaly damaged the internal hard drive its self, or the sims card.

i tried to update my software to 10.9 and forgot i had a disc of pictues in the computer. i stopped the istall as it was trying to go onto the disc of pictures. now its stuck on the os x page and i cant get it to my home screen. can anyone help?
I'm not really sure what you mean by "the os x page". It sounds like the installation did not complete.
I would try this:
hold down the power button until the computer shuts down
take out the disk with the pictures!
restart and see if it will boot up
if it boots up normally, I'd probably try to repair your HD: Boot into your recovery partition (hold down ⌘R at restart until you see the Apple symbol), go to Disk Utility, and repair your hard drive. While you're there, repair permissions too. OSX Tips Using the Recovery HD
Then I'd try to reboot and run the installer again. I think it's a good idea to do the installation in safe mode : Mac OS X: What is Safe Boot, Safe Mode? .
if it won't boot up normally, I'd try booting from the recovery partition and repairing your HD.
if it won't boot into the recovery partition, your options are:
Try to repair your hard drive with internet recovery: OS X: About OS X Recovery
If you have access to another (working) Mac and a USB thumb drive, download Recovery Disk Assistant, which you can use to repair your hard drive or reinstall OSX: OS X: About Recovery Disk Assistant

If you can actually get to restore, maybe (I estimate a 0.01% chance) you'll be able to do a backup before the restore. Actually, from the symptoms you describe, I suspect a restore won't work either and you'll need to do a recovery.
