Good question, but I'm 99.9% certain the answer is "no".  Here are some considerations:
Think of the heritage of iOS.  It really started with iPhones and maybe iPods.  These devices cost a whole lot less than a Mac.  They are generally not thought of as shared (with exceptions, of course, as is true for you).
Think of the backup process.  i-devices typically sync with one iTunes on one computer.  How would an i-device with multiple users enstantiate this?
Anyway, all this is to say I'm convinced you cannot do what you're inquiring about.

    Using More than One iDevice on the Same Computer
    This applies mainly to couples who are adding another device and do not want their email, messages, etc. being duplicated on both devices. To begin read: How to use multiple iPhone, iPad, or iPod devices with one computer. You need to establish a separate Apple ID and password for whomever will use the new iDevice. See Apple - My Apple ID and Frequently asked questions about Apple ID. The easiest way is to do this on the computer using iTunes: iTunes- How to set up an Apple ID within iTunes.
    On the computer create a new user account for the person with the new iDevice. This will be the user account that person will always use. He/She will no longer use the other user account. This way that person will have a separate iTunes Library
    Start by transferring the new device(s) to a new account along with all your data.  Save any photo stream photos that you want to keep to your camera roll (unless they are already in the camera roll) by opening your Photos app, tap on Albums icon at the bottom. Now, tap on My Photo Stream album; tap Select; tap on the photos you want to select;, tap the share icon (box with upward facing arrow) in the lower left corner; then tap Save to Camera Roll.
    If you are syncing notes with iCloud that you want to keep then you need to open each of your notes and email them to yourself. Later you can copy and paste the text into new notes created in your new account.
    Tap on Settings > iCloud > Delete Account (only deletes it from this device, not from iCloud; the person keeping the current account will not be affected,) provide the password to turn off Find My Phone and choose Keep on My iDevice when prompted.  Sign in with a different Apple ID to create your new account. Choose Merge to upload your data.
    Once you are on separate accounts, you can each go to icloud.com and delete the other person's data from your account.

    My Wife and I both have an iPhone 4, and have our own set of Apps, E-mail, photos music, etc. We have pre-ordered the New iPad. My question is - can we use multiple accounts on the same iPad - or does it have to be either/or?
    More specifically, the only thing I'd like to have shared is our photos - can I set up the iPad so that pictures from both our photostreams appear on the one iPad?

    I can't speak to what is different with iOS 5 and iCloud because we're still on 4.3.4, but I'll soon update to 5.1, since it fixes some concerns we had with 5.0 and 5.0.1. (And I want to get the new iPhoto app!)
    We have a 64GB iPad 2 WiFi-only.
    My wife and I 'share' an iPad in this way:
    My wife has always been 'PC-averse'. She hated using Windows and MS Office at work. She recently retired, and needed 'something' to send and receive email and occasionally browse the web, and shop online.  A netbook would have sufficed, but still had Windows. The iPad 2 is perfect for her, because it is 'instant on' in standby with a smart cover, has huge battery life for her occasional use (she checks email once a day, and we charge it every couple of weeks), and still has lots of functionality, (and free apps for me to play with!) well beyond her basic needs.
    Email:
    She retrieves all her email exclusively on her iPad.
    I get all my email on my MacBook.
    Apps:
    You do not need to sign-in/sign-out to use the Apps you've downloaded.
    All apps are available to everyone, but...
    we don't usually use social networking apps on the iPad, and I did notice that the Twitter free app stays 'signed-in' all the time, if you let it.
    AND... Update requires signing out of one Apple ID and signing-in with the other Apple ID in order to update ALL the Apps. It's not difficult. If you're in one Apple ID and Update requires the other Apple ID, you are simply shown the Apple ID that 'purchased' the App, and prompted for that password.  If you cancel, you can let the other person do 'update' when they're signed in.
    My wife uses almost exclusively 'Home Page' apps: Mail, Maps, Safari, IMDB, WeatherBug, a Bible app, and iPod (Music Player).
    I've downloaded apps I'm interested in and put them in folders on additional Apps pages, separate from the 'Home page' that she uses. My apps are a few games, almost 100 photo apps, a few music apps, and one magazine app subscription that was free with a print subscription.
    Music, Video, podcasts
    All the music on the iPad are her songs. We've downloaded a few free TV episodes, but don't rent or buy movies on the iPad.
    All my music and podcasts are on my MacBook exclusively.
    Photos:
    I shoot most photos with a Canon point & shoot and upload everything to my MacBook iPhoto.
    I upload family event photos directly from the SD memory cards to her iPad 2 with the camera connection kit. I've used the built-in iPad cameras to 'play' with the photo apps I've downloaded, and occasionally I manipulate some of the Canon images. If I want a copy of one or two back on my Mac, I email them from the iPad.
    Backup/Sync:
    Since we're still on iOS 4, backup and sync are done on two user identities on my MacBook, rather than iCloud. Neither account is set to automatically sync. I do only manual backups on both accounts.
    Problems?
    Not really. It took a while to 'grow' organically into this arrangement. Once I accidentally synced to my account, and all the apps I had downloaded moved out of the folders I had created, so I had to re-create and re-arrange them. Time consuming, but no apps or data was lost.

    On at least one of the phones, go to Settings/ Messages/ Send & Receive and then tap the e-mail address to turn that option off.  That should force the iMessage to be sent to the unique phone numbers of the phones, not the e-mail address that is common between the phones.
    Or alternatively, create a new e-mail address for one of you and select that as the e-mail option to receive at on one of the phones instead of the shared e-mail.

    I have heard that I need to create my own Apple ID, which I have...so I can download my own apps...but will I have access to her itunes music if I do that?

    First, you need to understand that there's a difference between "syncing" and "backup".  Backup is the saving of content and settings, where syncing is the bidirectional transfer of content for an account to a web-based server (like iCloud, Gmail, Yahoo, etc.)
    If you see your calendar in your iCloud account, that implies that you have set up your iCloud account to host (sync) your calendar, and perhaps contacts, email, and notes.  An iCloud account can only sync one user's information at a time so it is intended to support a single user.  You can have more than one iCloud account, and you can even have more than one iCloud account on the same device (but one has to be primary, and the secondary iCloud has limited capabilities), but a single iCloud account only supports a single user's content.
    Backup is the saving of your device's content and settings to use in case you need to recover these things, but you can't see the contents of your backup (just the size and device name).  You can backup more than one device to iCloud and you can backup to iCloud or you can backup to your computer, or both (one at a time though, you have to choose). 
    So, if your wife has her own email and calendar she can certainly do that in parallel to whatever account(s) you have for email and calendar.  But if you have only one iCloud account then only one of you can use it for email, calendar, etc.  But the backup of these accounts is really just a backup of the device's settings that link the device to these accounts. For example, if she uses Gmail then the backup of the iPad only backs up the fact that your iPad is set up to use her account, it does not backup the account itself (the content of her account is saved and preserved on Google's servers, not your device's backup).
    Does that make better sense?

    Actually he can.
    Sign into iCloud using husband and wife's individual unique apple id.
    But sign in iTunes store or App store or iBook store using a single apple id (be it husband's or wife's)... both iPhones can have the same media (ie, books, songs, videos, apps), but different iCloud account to manage different emails, find my iphone, iMessage, calendars, notes, reminders, etc...
    Just have to remember to sign out and sign in using different ID.
    iOS4.x.x does not support this, but iOS5 does.
    I am using 3 different Apple IDs to access Apps, iTunes and iCloud respectively.
