Oracle9i occur error when I 'm try to startup it.

I generally read these messages from the bottom line up. And use Oracle's Error message facility to determine the error message and action.
"ORA-27301: OS failure message: No space left on device" gives us a hint ... you ran out of some space.
Then
"ORA-27300: OS system dependent operation:semget failed with status: 28" tells us the problem is with "semget" implying the device is related to semaphores.
So - you probably set your semaphores too low - lower than what is recommended in the Installation manual. Or you have resized your instance and are using many more semaphores than before. Or possibly you added new instances or new applications that are using semaphores (and likely shared memory)
The fix is up to you - it's dependent on operating system and you didn't tell us that information.
