Page that resize automatically to adjust to any resolution (like google)

I'm doing a webpage using both photoshop (+sitegrinder) and dreameaver. The problem is that the resolution of my PC  in kinda different from other PC's resolution  (1280x1024) and when it doesn't  dispalys correctly in other monitor (the site becomes  big  with scroll bars). I would like to know if there's a way to adjust the resolution automatically fitting the resolution of the user monitor (like the google site) -> In any monitor resolution  the scroll bar doesn't appear.  For you to understand better please see my site:

The way they did it is with PNG images. Just use a graphics editor like Photoshop or Fireworks and set the transparency.  If it will be a solid color you can just create a small 1x1 or 5x5 image with a background color.  Change the opacity and then save as PNG.  For Photoshop specifically you have to save as PNG-24 because the PNG-8 in Photoshop does not support transparency.  Then use that as your background.  If you look at the source of that page they use the #wrapper ID to do this and the code is:
