Premier Elements has encountered an error...

While working on project using Premier Elements 7.0 with Vista Ultimate OS, I get following error:
"Premier Elements has encountered an error: [..\..\Src\Markers\Markers.cpp-187]"
Please can anyone tell me how to fix this error?

Thanks for all your help.  I solved my problem, at least for now.  I used Adobe PRE to do the conversion.  I was able to edit each .wmv file in a project all by itself, normalize the audio, and then save it to a dv-avi file. 
(It's interesting that the dv-avi file created by Adobe PRE was much
larger than the original .wmv file -- it went from 18 mb to 66 mb).   I then imported the dv-avi files into my project.  I still get the error if I try to click on Clip for those 2 clips, even as dv-avi files.  So I suspect that I am still having some space or memory issues.  But I no longer need to edit them, since I already normalized the audio.  So hopefully I will be able to create the final DVD for the project when it is time to do that.  Hopefully it will not give me further errors. 
Steve mentioned optimizing Vista for video editing.  I would still like to know how to do that.  I often get the message "Adobe Premiere Elements is running low on system memory.  Please save what you are doing and proceed with caution."  And then I have to close the program and open it again.  So I suspect there are some things I could do to improve my editing experience, besides acquiring more disk space.  If you can give me some specific info about that, I would appreciate it.

I read about GSPOT, but I still don't know how to convert .wmv files to dv-avi type II. Can I do this within GSPOT?
Both G-Spot and MediaInfo are file info utilities, and are not converters. They can furnish a bit of info, regarding installed CODEC's on the system, but that is about the only other function, besides the file info, that they perform.
I also read your article on resizing photos, and I'm sorry to say, I got totally lost.  Is there really a significant difference between photos that are 1024x768 (as most of mine are), and 1000x750?
There is very little difference in the dimensions that you cite. There is very little internal Scaling required (though I do Scale in PS to exactly what I need), and the extra pixels that are being handled are minimal, and until one got into the 1000's of such images, there should be zero noticeable slowdown. I think that we can safely rule out overly-large stills, as a contributing factor here.
It appears that Neale has posted some instructions for your conversion program. I hope that they solve all the issues.

    System: Windows 7 x64, Adobe Premier Elements 12.0
    We are getting the following error when attempting to start a new project under one specific user.
    Premiere Elements has encountered an error [..\..\Src\Core\Preferences.cpp-347]
    I have read in other threads network installations can cause this.
    This is a network installations and we do redirect my documents to a network drive.
    I have tested this under Administrator and test accounts where my documents were not redirected and it started a new project fine.
    Other threads have mentioned that there is a possible fix and to contact customer support. I have tried to do this by logging in to this Adobe account but the only option was to Ask the Community.
    Has anybody been provided with the solution to this?
    I have tried the following but to no avail:
    -deleting the preferences file
    -deleting the 12.0 folder
    -adding access rights of the user to all adobe premiere related folders
    -looking through the registry for elements related entries and looking for related paths

    Getting an error while launching Video Editor (either New project or Existing project). However i can launch "Organizer" with no issue.

    Are you working from a school or company network or from an individual home computer?
    From your ID and some comments, I think school network.
    I suspect the issue is more than resetting the preferences, but let us give that a try to rule it out (or in).

    and in the 11.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then
    you delete the whole 11.0 Folder in which the Adobe Premiere Elements Prefs file exists. Be sure to be working
    with Folder Option Show Hidden Files, Folders, and Drives enabled so that you can see the complete path cited.
    Is the Owner designation in the above path named correctly?
    Also, look at disabling the SLCache Folder if you find one as described for 12 in the following

    Hi guys, trying to get Adobe premiere elements working on a windows domain, will only run for local administrator, logged onto machine locally, not even a full domain administrator.
    Any ideas?

    I really appreciate you taking the time to reply, sorry for the lack of info in my previous message was pulling hairs out when i wrote that!! I really do appreciate any help you could give with this at all.
    Here are the answers to those questions.
    1. What version of Premiere Elements are you using and on what computer operating system is it running?
         It is the latest version of Premiere Elements 13, we are trying to get it to install on Win 7 32bit.
    2. Are you running the program from a User Account with Administrative Privileges and have you applied Run As
    Administrator to the program's desktop icon?
         They are domain based machines, if you log on as local administrator on the machine the software will run, but if you log on as a domain user or even full domain admin it still doesn't load properly we get the error "Premiere Elements has encountered an error. [..\..\Src\Core\Preferences.cpp -353]
    3. Is this a "it worked before but not now" or "it never worked before" issue?
         It is new software we have never ran on our network before.
    4. Have you deleted the Adobe Premiere Elements Prefs file or the whole Folder in which it exists?
         I did a search of the entire C drive of the machines for the preferences file and couldn't find it to try deleting it.    
    5. Do you have the latest version of QuickTime installed on the computer with Premiere Elements?
         Yes i have tried installing the new version of quicktime on the machines, even though the version we already had installed met the recommendations.
    6. Does the problem exist with or without the antivirus and firewall(s) disabled?
         Firewall is disabled across the domain, i've tried disabling the AV and it didn't make any difference.
    7. Are you using the program with a mouse or one of those pen and tablet devices?
         Just a normal mouse and keyboard.

I have found different solution on how to fix it, but it's still hard to find where to change "," to ".". When I try to change my .prel file to a .xml it all shows symbols, letters and numbers, not only numbers like a have seen others. I have a LLOOONNNGGG movie to fix. Can anyone help?

    There are several cases of keyframe error 142 being reporting, some for version 12 and some for version 13.

    The windows version of my plug-in (developed using AE CS3 SDK) works fine in AE CS4, CS3 7.0, 6.5 and 6.0 as well as Premiere Pro CS4,CS3, 2.0, 1.5 and 1.0 and in Premiere Elements 3 and 4.
    In Premiere Elements 8 I get the error...
    Premiere Elements has encountered an error. [..\..Src\Clip\MasterClipFactory.cpp-361]
    when I move the mouse over my plug-in icon int he Edit panel.
    This happens before my GlobalSetup procedure is called, so I can't debug.
    Is it a PIPL problem? Any ideas?

    This happens with the Skeleton Effect example too. There must be something about After Effect filters that Premiere Elements doesn't like.

    I have a member of staff using Premiere Elements 8 that crashes the moment they select Timeline within a project.
    The error is as follows;

    Once you OK this the program exits.
    Elements is fully updated running on Windows XP SP3
    Could anyone suggest how to decode the error, it seems pretty specific but I can't pin down where/why it is failing.

    Specific error codes mean little in this case. But a good computer tune-up can make a big difference.
    First, manually go to Windows Update and select Custom to ensure you have even the non-critical updates for your operating system. Then go to Apple.com and get the latest version of Quicktime, per the program's requirements.
    After that, I always recommend that you run Advanced System Care to clean up and defrag your system. (The program is free -- but pay attention to the installation screens or you'll also add an annoying toolbar to your browser.)

    After that, go to the Help menu on Premiere Elements (or any Adobe program, even Acrobat Reader) and select Check for Updates. This will update all of the Adobe programs on your computer and add the 8.01 update for Premiere Elements.
    If you are still having problems, list your hardware specs, including the speed of your processor, how much RAM you have and how much free space is on your C drive. To run this program you'll need at least 20-30 gigs of free, clean, defragmented space on your C drive as well as additional space on your second or external drive for your media files.
    Also, list the model of camcorder your video is coming from and which project settings you selected when you set up your Premiere Elements project.

    It could be any of a number of things.
    Are you capturing from a miniDV camcorder over a FireWire connection?
    What are your system specs? What operating system are you running? Have you gone to Windows Update and manually downloaded even the non-critical updates? Have you got the latest version of Quicktime?
    Which version of Premiere Elements are you using? If version 8, do you have the latest update, per the announcement at the top of this forum?

    When I try to output a slideshow project as a wmv file after it has reached 86% I get a pop up that tells me elements has encountered an error and needs to close.I would be much obliged for any feedback on how to rectify this problem.

    None of the Adobe NLE's (or even PS) really like a network situation. Some have had luck with the setups, but usually it is just frustration.
    Personally, I think that this would be a great Feature Request, as many schools use various network configs, and it would make the school's IT Department's work a lot easier.
    Now, I do a bit of networking on my P2P system, but that is different, than what most schools need.
    It seems that the biggest hangup is the "My Documents" aspect, being located on the network.
    There might be some info (maybe even an Adobe KB article, or two) on the other Adobe forums. I'd do a search on several (Premiere, Encore and PS) and see what you turn up. Seems that a few found some workarounds, but it IS a problem.

    Hey Guys,
    i have a huge problem with PE 12. I edit a project which was shot by a gopro hero 3+ camera. The footage is taken directly from the cam without previously converting.
    During simple cutting work the following error occurs while simple selecting or playing a clip and shuts down PE completely.
    Is this error known and how could it possibly be solved?
    What i tried is to remove audio, this worked so far, but it is of course no solution to the actual problem. Would converting the files prior to editing be able to prevent the error?

    Premiere Elements 12 Windows offers two Audio Transitions, Constant Gain and Constant Power.
    They can be accessed via the Expert workspace Transition Tab Audio Transitions
    If you do not know what they are, then you did not place them. They are placed by the user and not automatically.
    For transitions to work, many times it is necessary to trim a few frames/samples from the edges of the clips involveed in the transition. After the trim, the trimmed clip edges are moved together so that there is no gap between. Then the transition is applied either with either Left Clip, Between Clips, or Right Clip alignment. The story gets complicated for Premiere Elements 12 audo transitions but that is the general idea.

    A just in case question...in the screenshots that you posted, there are gaps between audio clips. Is that because you trimmed the clips but did not close the gap afterward. Or, did you have gaps in the Timeline audio before? If gaps before, try
    a. closing the gaps
    or if not applicable
    b. fill in gaps with muted audio
    I had not seen the error message that you present until the other day. So, it will be interesting to determine the cause. I will see if I can find the other thread.

    I have seen the discussions about this bug and how you might fix the coding errror in .prel file with help of editing with or without all the tools helpful people provide. http://forums.adobe.com/message/4155936
    These posts are however pretty old and the fixes doesn´t seem to work all the time so I wonder if there is any official bugfix to download? I mean it is a very severe bug - catastropical indeed and I have a very important project to deliver. I fear running into this bug once again. I have already lost one day of production time.
    I got my version 10 installed a month ago and the bug is still there. Yes we use "," instead of "." when specifying numbers

    I assume you have the software installed in a non-English locale. If none of those fixes (perl command, web link etc.) worked for you, I think the best solution is to get Premiere Elements 12. We did hear a lot these issues in PrE10, but none in PrE11 and none so far in PrE 12, so they must have fixed it.
    Retrieving that older corrupt project will really be a futile exercise though. Even if you open it, the perl commands might have only allowed you to open it and I am not sure how much it corrupts the content. (Removing keyframes etc.) If you have a working project, I suggest you take a copy of that right now because you are right that the results can be catastrophical if not fixed. You can do one of the following:
    1. Uninstall the software and reinstall it, this time in English. None of the users had this reported in English AFAIK. You should be able to complete the project this time hopefully. This has not been tried in any of the earlier posts, but seems logical enough to give it a try.
    2. Open it in a later version of Premiere Elements and you should be good to go. But you will have to buy the software, rather than use it in Trial mode because the Trial version applies watermarking on the clips (That's a visible mark on the clip that says "Adobe Premiere Elements Trial").
    I never like to give the "Buy the newer version" as a solution, but this case could just be an exception...

    Pressing 'Continue' simply results in the application not responding and one then needs to Force Quit.

    In some cases, clearing the application preference can resolve this. To do so, press and hold Shift+Option while the app is launching.

    The media + file was given to me, I worked on the file and sent it back, now they're getting this error and have to link the media one by one.

    I have the same prob. on one project.  It happens during the time it's loading the media and it seems to always happen on a .wav file.  But it's not always the same wave file.  Maybe this is unrelated.
    CS5.5, Windows 7.  Same error as above.
