Problems with iweb and Internet Explorer

I'm having trouble with my iweb website - PC users using Internet Explorer can access my site home-page but find the navigation bar is blocked - covered by a green rectangle which does not allow the links to be explored. With Safari and Firefox the website works properly. Has anyone else experienced this?

Transparency (opacity in CSS) is one of those things that's used by those who know nothing about it or those who know a lot about and is best avoid by all the rest of us!
To create a class "transparent" to cover all bets would require something like this...

          /* ...or something to trigger hasLayout, like zoom: 1; */
          width: 100%;

          /* ...but not required as filter works too */

For modern browsers we can use this...
.transparent {
          zoom: 1;

But how do we know what our visitors are using?
