Project 2010 Timesheets

Hello,
We are using Project Server 2010 SP1.  Single entry mode for Timesheets is enabled and the timesheets are auto approved as long as the status updates are accepted.  Here's the scenario.
Resource saves 36hrs for one week and then goes on PTO.  Administrator uses the delegate feature to submit their timesheet.  While the resource is away, the project
they reported time to is close and the Project manager has archived the project.  For us, archiving simply means setting publish = no on all tasks and then setting resources from committed to proposed in the schedule.
The resource comes back from PTO and realizes that 36hrs should actually be 40.  The time period is still open, so the resource Recalls the timesheet.  He/she cannot insert any tasks
so the PM then sets the resource back to committed in the schedule and changes the published column to "yes" for the resources assigned tasks and then publishes the schedule.  The resource is now able to reporting time to the tasks, however,
the 36hrs previously submitted and approved no longer appears in the timesheet. The hours are in the schedule.  To the resource, it appears that they only have 4 hrs submitted for the time period when in actuality they now have 40.  To limit confusion,
is there a way to make these hours appear in the timesheet?
Any help is greatly appreciated!  :)

If i am understanding properly then you are assuming that resource has already filled 36  so now he has to fill for 4 more hour to make it 40 if this is the case then Once you recall the Timesheet(in your case project is closed and again reopend)
all the submitted and approved timesheet data will go away you have to fill once again actual for 40 rather than 4 hours.
