Saw error

Hi,
Enter Description of Issue:
When the user login to Siebel Analytics Application 7.8.5, they getting very slow connection response and some users were getting blank pages and were unable to run any reports.and the message in SAW log was
"Server queue full. Returning busy response to new connection".
To get around this issue the client bounced both Siebel Web Server and Siebel Analytics Server. Once bounced the Analytics Application is running fine and the Performance was good.
Environment in Sun Solaris 10
Any inputs on this, like what should be the trouble shooting.
The CPU, RAM are well below utilization.No of concurrent users is 50.Seems to OS(sun solaris) and Network related.Any trouble shooting steps

I already
grant execute on RMI.VPD_FUNCTION TO RMI_ENC;
so what is wrong or any step missing?
(I just have schema level's privilege, so I can not go to server to pick up trace file.)

desc RMI.D_ACCOUNTCopy and paste that into SQLPLUS and paste the results back here.
