Serialization in getservbyname - regression from prev windows versions?

Question

I am using build: 8250.
I have been writing an app that makes use of the function call getservbyname. I noticed intermittent failures in this call so I modified by program to call getservbyname repeatably in a loop. The app works fine and getservbyname never fails. However, when I
run two copies of the app concurrently (in separate windows) getservbyname calls periodically fail with error 11004.
This same test works on previous versions of Windows - Windows 2008 R2. Is there a bug in my program or is this a known issue with Windows 8 server?
My program is pretty simple:

Service names are valid in my environment - configured in services file.
