Shared services unavailable after config of 11.1.2.1

Question

Hi all,
An environment of 11.1.2.1 has been installed and configured. I have been asked to look at it as workspace was not working. I redeployed foundation and re configured the web server and this resolved that issue. However, the admin user could not be authenticated. The password set did not work. I also opened EAS but the admin user could not be authenticated.
The urls
http:/<server>:28080/interop and 19000/interop do not work with error error 404. Foundation is shwon as running in weblogic against port 28080.
The logs showed that there was a sql error with table space and a query not running but the hss database has tables in it. The table space was extended even though it had not reched its limit.
Any suggestions? 11.1.2.1 keep causing issues....
