System Component "Home" is Not Starting Up?

Hi all,
I am using Oracle 10g Application Server R1 I am trying to Start one of the System Component Called "HOME" I am Getting this error Message when i tried to start it

If there is no response from OPMN, check OPMN configuration and restart DCM daemon. If OPMN response is available, identify the failure and the corres

i have tried the given command but still i am getting some error message
D:\Ora10gAS\opmn\bin>opmnctl startproc ias-component=OC4J process-type=home
