Taking a quiz i found on the forum and i am confused with an answer

Question

in the quiz they claim the answer is Yes for the following statement below
The ORDER BY clause must follow the WHERE clause.
but first an foremost the question is very vague and second of all we can an order by without a where clause in oracle...
and also in the quiz they claim the answer is yes for the following statement below as well
The BETWEEN OPERATOR tests for a range of values.
but i tried out a few stuff that defer the answer, see code below. or is a character consider as a value because i always thought it was a letter instead or a code(ask ASCII code)

You are probably over-analyzing this. You can certainly have a query without any ORDER BY at all, even if there is a WHERE. So the statement "he ORDER BY clause <b><i>must</i></b> follow the WHERE clause" (emphasis on "must" is mine) is literally false. However, IF there are both a WHERE and an ORDER BY, then yes, the ORDER BY comes after the WHERE. But there could also be a GROUP BY, which comes between the WHERE and the ORDER BY.
It's actually not at all uncommon for test questions to be legitimately read multiple ways. That's where you have to sit back and make sure you don't over analyze things.

because i always thought it was a letter instead Huh? A "letter" is one class of characters - an alphabetical character. And the characters '1', '2', and '3' are another class of characters -- numeric characters. And the characters '@', '#', and '$' are a third class of characters called 'special characters'. But they are all 'characters', they all can be stored in a varchar data type, and they all have 'value'.

ASCII is a specification of how characters and other codes (like bell, or line feed, or carraige return) are encoded when it gets down to bits and bytes. And ASCII is not the only coding scheme out there. IBM big-iron uses EBCDIC, which is the same in concept as ASCII, but a different scheme.

Huh? Characters are characters. They can be alphabetic ('A', 'b', 'cd', etc), numeric ('1', '2', '3', etc), or special ('@', ''#', etc). They all have a 'value'.
