You need to take it up with the developer first. If they don't fix things, you need to open the issue with iTunes support.
Going by the threads here, not a day goes by that someone doesn't have an issue with in app purchases in Clash of Clans.

My nephew accedently bought "gems" in clash of clans inapp purchases. I need to redeem the accedently spent money so I can use it for moor importation situations.
Purchases are considered final but you can try the 'report a problem' link to contact iTunes Support (these are user-to-user forums) and see if they will refund or credit you : http://reportaproblem.apple.com

To try and stop it happening again you can use Settings > General > Restrictions on your iPod to prevent in-app purchases, and you can require your password to be entered for every download. -
I'm in Brazil and need to talk via e-mail or chat, with the USA App Store. It happens that I made a purchase and did not get because I live in Brazil and mistakenly bought the site of the USA. How do I? Do you have any e-mail the department in charge?
I've tried, said they could not help and I should get in touch with the USA App Store. But the problem of getting in touch with the App Store USA is the only option I have on the phone, and my English is not very helpful. Therefore needed a complete address e-mail.

You most likely did not receive the usual receipt because it was one of those authorization charges. It happens time to time, and should drop off your card. But go ahead and check with iTS just to make sure.

If the battery was empty (and it may then take 10 to 15 minutes of charging before it will respond), then have you tried a reset ? Press and hold both the sleep and home buttons for about 10 to 15 seconds, after which the Apple logo should appear - you won't lose any content, it's the equivalent of a reboot.

Open this support document http://support.apple.com/kb/HT2109 print it from the computer and follow the steps there. You need to backup your data from the first device and then restore that to the new device.

Thanks for the question. From your description, it sounds like various Account Settings have been greyed out in your Settings application (iCloud, Facebook, Twitter). The cause for these being greyed out is a restriction setup on your iPhone. You'll probably see that Restrictions are turned "On" in Settings > General.
You'll want to disable the restriction "Allow Changes: Accounts". For more information on restrictions, see this article:

Whenever I buy something in game, it says that " can not connect to itunes store". Why???? I fill all my payment information in app Store, bt I couldnt buy any thing. Why???
Additonally, at this point I really want to talk to someone who cares about how a customer like I might feel in such a situation and when I call corporate would like to talk to someone who is interested in hearing my input as it really sucks to think I really don't feel like going to the store anymore and would rather just buy stuff on amazon or newegg these days instead;/ When I know how much i used to enjoy going into the store and getting friendly with kind staff who worked with me to get the best deal on the items I got--perhaps this was because it was at a more desperate time when Best Buys fate as a company was more precarious prior to price matching taking origin. Also, on an aside, would like to add that obviously there is always the one or two people who go out of their way to make sure you have an excellent expeirenece so I am not trying to make any sweeping generalizations here. In fact, I find the forum contributors to be among the most kind and helpful, but that might be because they don't have to deal with the now seemingly dreaded "pricematch" epidemic;D

we purchased smurffberries and didnt seem to recieve them. it would show on the top that we had 50 and when we tried to buy something with that, all the smurffberries would disapear.
