1. Don't confuse "Apple ID" with iTunes Account ID. You can have many Apple IDs but only one iTunes account active at a time.
2. If you "changed" your iTunes account ID, you actually have 2 accounts - one under the old name plus the new name.
3. You can't merge the accounts - they remain separate. Apps purcahsed under the old account name will update ONLY WHEN THE PHONE IS SIGNED IN TO THE OLD ACCOUNT NAME and visa versa.
4. Likewise, you can sync only the apps, music, media purchased under the account the phone AND iTunes are signed in to.

If your account then works on your computer's iTunes but not your phone then try logging out of the account on the phone by tapping on your id in Settings > Store and then log back in and see if that 'refreshes' the account on it.

My Iphone 4 is telling me the same thing and I believe I figured out what the problem is. I had some fraudulent charges on my itunes account, so I call my bank and disputed the charges. Right after I did that, I started getting the message "Your apple ID has been disabled." I just realized today that the charges are not fraudulent, they are "in app purchases." One of my daughters downloaded the game Top Girl which is FREE, but in the game Top Girl you use money in the game to purchase things. It just so happens that the money you use to purchase things is real money MY Money!!!. My daughter thought she was using play money in the game and had no idea she was using real money. She spent $106.00 buying stuff. Now I have to call the bank and tell them to release the hold and pay Itunes. I'm hoping this solves the problem. You might then need to log out of your account on your iPad by tapping on your id in Settings > iTunes & App Store and then log back in so as to 'refresh' the account on it.
