TS4036 my ipad is frozen when i turn it on it tells me that it cannot be backed up because not enough icloud storage space. how do i unlock

My ipad had been telling me that there is not enough storage space on the icloud so i deleted some apps. but I tried turning on today and it seems to be frozen and that same message comes up. When i try to click to close or settings options it does not do anything it seems to be frozen. How do I unfreeze or unlock?

Try reset iPad
Hold down the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears
Note: Data will not be affected.
