Updating 2 'pairs' of records

Question

Assume the following result set is available in a cursor.
State ID FName     LName          Primary Key (sequence)
1      Brian      Heart          300
1      BRIAN      HART          301
2     Ashish      Advani          302
2     Ashish      ADDVANI     303
I want to update the data so that it looks like this. I'm scrambling it, to produce test data. The goal is to preserve the reasonableness of the match characteristics. In this case it is still considered reasonable for the two records to share the same state-wide ID.
AFTER Update the data should look like this:
State ID      FName          LName          Primary Key (sequence)
1      Brian      Advani          300 (has 302's last Name now)
1      BRIAN      ADDVANI     301 (has 303's last Name now)
2     Ashish      Heart     302 (has 300's last Name now)
2     Ashish      HART     303 (has 301's last Name now)
The end result is that the State ID still makes sense from a matching standpoint. How do I go about it? Its like I want to update a row with values from another row that I haven't iterated to yet in the cursor.

If you are ok with losing one or two people, you could do something like:
SQL> SELECT * FROM t;
     STATE FNAME      LNAME              PK
         1 Brian      Heart             300
         1 BRIAN      HART              301
         2 Ashish     Advani            302
         2 Ashish     ADDVANI           303
SQL> SELECT state, fname, LEAD(lname) OVER (ORDER BY pk) lname, pk
  2  FROM t;
     STATE FNAME      LNAME              PK
         1 Brian      HART              300
         1 BRIAN      Advani            301
         2 Ashish     ADDVANI           302
         2 Ashish                       303or to scamble a bit furhter:
SQL> SELECT state, fname, LEAD(lname, 2) OVER (ORDER BY pk) lname, pk
  2  FROM t;
     STATE FNAME      LNAME              PK
         1 Brian      Advani            300
         1 BRIAN      ADDVANI           301
         2 Ashish                       302
         2 Ashish                       303You could also use LAG, then you would lose Brian off the top. For a slightly better scambling you could also use OVER (ORDER BY DBMS_RANDOM.Random())
to randomly order the records before swapping names.
