User rights problem

Question

After installing Portal 3.0 on Sun Solaris, 8.1.7 database, I seem to run into some security problems.
I have created a user 'webmaster' that is defined as a regular end user (SSO), and in portal is a member of DBA, PORTAL_ADMINISTRATORS, PORTAL_DEVELOPERS and PORTLET_PUBLISHERS. Under priviliges, everything is set to 'MANAGE'. In short, webmaster should now be allowed to do about anything.
Only, he cannot!
When creating a content area, I get:
Er is een onverwachte fout opgetreden. (WWS-32100) {unexpected error}
ORA-1: User-Defined Exception (WWC-36000)
U hebt niet de juiste privileges voor het uitvoeren van deze bewerking. (WWC-41415) {You do not have the appropriate privileges to perform this operation}.
When setting icons to page headers, the same error occurs. In the packages and triggers, it all seems to collapse on a call to wwsec_api.set_user_acl (for example, in trigger WWDOC_DOCU_BRI_TRG).
Anyone encounter this before?

To create a user who should be able to create another user the follwoing grant should be given.
grant create user to <SCHEMA_NAME> with admin option;
To import a dump which is exported by a dba. You need for sure the DBA privilleges. May be you can try giving EXP_FULL_DATABASE and IMP_FULL_DATABSE but i think it wont work.
Then to check the privillege for a user with other users objects, you can check the following view.
select * from user_tab_privs;
