Does your problem exist with or without your computer's antivirus and firewall(s) disabled?
Just what are your computer resources
a. installed and available RAM
b. free hard drive space
c, what video card/graphics card does your computer use and is its driver version up to date according to the web site of the manufacturer of the card?
Then the usual drill
a. Is the latest version of QuickTime installed on the computer with Premiere Elements 12?
b. Are you running the program from a User Account with Administrative Privileges and also with Run As Administrator applied (see right click of Premiere
Elements desktop icon and clicking Run As Administrator).
c.Please review the troubleshooting suggestions in the following, especially the renaming of the SLCache Folder and then let us
know if any of that worked for you.

After talking to 3 different Canon techs who didn't know anything about
this and told me it was Adobe's fault, a 4th Canon tech e-mailed me a list
of the Elements software that is "compatible" with the Canon Pro-10
printer. The list stops at Elements 12! In other words, Canon has not
written the software for their plug-in to work with Elements 13 yet. I
personally am stunned by this. Considering how popular Adobe Elements is,
you'd think Canon would be up-to-date on having their new printer's plug-in
work with Elements 13, which has been out there for some time.
Not only that, Canon's more expensive printer, the Canon PRO-100, also has
the same problem. My friend just bought one and told me the plug-in doesn't
work with Elements 13.
I have figured out a solution, if it will be of help. I had just
uninstalled Adobe Elements 12 and when I saw that Canon's plug-in worked
with Elements 12, I quickly reinstalled it. Sure enough, when I clicked on
AUTOMATION TOOLS there was the Canon plug-in, and when I clicked on it, the
Canon print screen opened. So I decided I would do my photo editing in
Elements 13, and when ready to print I would open the photo in Elements 12
and print it there. Hope that helps.

Trial version of Photoshop Elements 9 installed but doesn't run.

I recently installed Photoshop Elements 9 on computer running Windows 7 and it installed correctly. When I try to run edit or organzer the flashing bar starts but neither program runs. Adobe support wouldn't help since it was a trial version. Any suggestions?

Try making a direct desktop icon for the Organizer and see if you can launch the program directly from the desktop.
On Windows right click anywhere on the desktop and select New >> Shortcut
Browse to Computer OS C:
And find the PSE Organizer application in Program Files or Program Files (x86) on Windows 7 - 64 bit.
Inside the Adobe >> Photoshop Elements Organizer (yellow folder) you are looking for an application file “PhotoshopEementsOrganizer” with six small icons (e.g. representing thumbnails)
Select it and click OK
Click next
Rename by taking out Photoshop Elements leaving just the word Organizer
Then click finish
You should now be able to launch directly form the desktop by double clicking on the icon.
You can set up a similar direct link to the Editor application (.exe file which has the blue PSE icon). As before take out Photoshop Elements just leaving the description Editor and it will show up clearly on the desktop.
It often helps if you right click on a desktop icon and choose “Run As administrator”

What computer operating system is your Premiere Elements 12 running on? For now, assumed Windows 7, 8, or 8.1 64 bit.
Typically, if you increase the length of a video clip, you will create slow motion. If you decrease the length of a video clip, you will create fast motion effect.
You can right click the clip on the Timeline, select Time Stretch, and use the Time Stretch dialog's settings to change the video duration.

One has to initialise a session first for use with Oracle Apps if you want to make it run as a concurrent job.
Any decleration within your package will not be recognised unless initialisation is sucessful.
Investigate the built-in packages:

How can I edit FRAPS video in Premiere Elements?

Although FRAPS isn't the best source format for video in Premiere Elements, some folks at Elements Village have come up with a workflow that seems to work pretty well.

Key elements are:
1) The FRAPS software must be installed on the same machine you're editing your video on
2) ffdshow should also be installed
3) It is best to down-sample your video in FRAPS to 1280x720 at 30 fps before you bring it into Premiere Elements
4) Output the video from FRAPS using the Huffyuv codec
5) Edit it in a Premiere Elements project set up for Flip Mino HD 30 (although, in a pinch, it may also work in a project set up for AVCHD Lite 1280x720p)

After you apply the Crop Effect (Edit Header/Effects/Video Effects/Transform/Crop), you click on "Edit Effects" toward the bottom of the Effects area to bring up the Properties Palette for that particular clip to which you have applied the Crop Effect. You should see
Adjust the Crop sliders accordingly.

I am not clear how you want to carry out your plan to learn video.
The Elements programs are Photoshop Elements (photo editor) and Premiere Elements (video editor). They are standalone products, and each comes with an Elements Organizer. When the same version for each of these programs is on that same computer, they share a common Elements Organizer catalog.
When you have the same version Photoshop Elements as Premiere Elements on the same computer, there are some "integration" perks that come with that type of arrangement. I do not believe that Premiere Elements and Photoshop CS6 or CC will provide for these inegration perks.
If you plan on going with Photoshop CS6 or CC (photo editing), why not learn your video on Premiere Pro CS6 or CC. These days these Pro versions can be looked at on a monthly basis with a small subscription. You can inquire with Adobe Sales on that type of detail.
Avoid buying until after you have looked at the free tryouts to make sure the program is compatible with your computer environment and meets your video editing needs.

Losing video in Premiere Elements 10

I have been using a trial version of Premiere Elements 9 and decided to go ahead and purchase version 10. The installation went smoothly, and I activated with my serial number. My problem is that I'm getting sound but no video - the video pane is black. I'm using the exact same avi and mpg files that I used in version 9. Interestingly enough, if I start the file playing and click in the video pane, it will pause and give me a still picture of whatever point the video is at. Then if I resume the playback, the video pane goes black again.
At first I thought maybe there was something wrong with the DVDs I purchased, so I uninstalled version 10 and downloaded it from Adobe's website and installed it - but I still had the same problem. At one point I even formatted my hard drive and set up everything from scratch, installed the downloaded version again, and still no change.
At this point I have both version 9 and 10 on my computer. Version 9 works great, but I am still getting sound and no video in version 10.
I am running Windows XP with service pack 3, my processor is a Pentium Dual Core E5300, 2.6 GHz, and I have 4 gigabytes of ram.
BTW, as soon as I open a new, blank project in version 10, I see something similar to the picture below in the video pane:
Any suggestions will be greatly appreciated.

Are you certain that your AVIs are DV-AVIs (video captured from a miniDV camcorder over a FireWire connection)?
What model of camcorder are your MPEGs coming from?
Which project settings are you using in your version 10 project?
Is your version 10 program registered and fully activated? Have you got the latest version of Quicktime?
Have you gone to the ATI or nVidia web sites and ensured that you have the latests driver for your video card?

How do I capture good stills from video on Photoshop Elements 8?

I'm using Photoshop Elements 8. When I try to capture still photos from video clips, the results are not very satisfactory. Usually the stills are very unclear, not sharp like I want them to be. I have to make many attempts to capture a still before I can get one that's halfway clear.   Does it have to be this way?   What can I do to get consistently clear stills from video? Thank you!

Frame from Video is more or less a legacy feature in PSE 8. It was meant to capture a frame or two from a short homemade video at a low resolution. It doesn't do HD video at all, and isn't meant for a clip that's more than a minute or so in length. It's been dropped from the latest version because nobody has those kinds of movies anymore.
So the bottom line is you're better off doing this with some other program than with PSE.

Click on the blue Internet Recovery in nbar's post. That is a link to what computers can run Internet Recovery.
Do a backup, preferable 2 separate ones on 2 drives. Boot to the Recovery Volume (command - R on a restart or hold down the option/alt key during a restart and select Recovery Volume). Run Disk Utility Verify/Repair and Repair Permissions until you get no errors. Reformat the drive using Disk Utility/Erase Mac OS Extended (Journaled), then click the Option button and select GUID. Then re-install the OS.

When you reboot, use Setup Assistant to restore your data.
