When they donot replace it by new phone then why the service center say that you will get new i phone .they take good chages for even for old one

I send my s4 for repair the i phone service center say thar they will replace it by new phonr .i think this is not right .this way they are mis guideing .

Are you referring to the use of either a new or refurbished phone as a warranty replacement?  That is spelled out in the warranty, and is common practice in the electronics industry world-wide.  A refurbished unit has been repaired/reconditioned and fully tested by the factory, and carries the same warranty as a new unit.  I have yet to see a refurbished Apple product that did not look almost brand new with the complete packaging and instruction materials.  Most refurbished units are customer returns because they changed their mind.  These units go back to the factory for testing and cleanup, but cannot be sold as new even if they weren't used.
Or, are you saying that you expect your phone to be repaired instead of getting a replacement phone?  I am not aware of any company that sends phones back to the factory for repair and makes you wait for the work to be completed.   You always get a replacement phone instead.
