Where could I find java coding specification

Question

Where could I find java coding specification.
I don't know what it really names for, I think it gives a principle for how to coding java program.
For example, it will tell us which one is better between "final static" and "static final"

Rules:
first static as theses are class
variables/methods that don't need instantiation. Then
the non-static fields/methods. Therefore, "static"
should be the first keyword for clean grouping.
Then the visibility like public, protected,
private (in this order) should be used. (see
