Why can't i see "Find iPhone" App under cellular data so I can turn it on?

We have cell data plan.
I have other phones (4s) and can see "Find Phone" App under Cellular Data and can turn on/off.  But the problem phone does not have "Find IPhone" to be able toturn on/off.  I made sure app is running when i go to Cellular Data. I guess the question is why do Apps show up under Cellular Data to be able to turn on/off?  I thought if the app was made for Cellular Data it automatically showed up under Cellular Data.

    First thing and easiest thing to try is a device reset:
    Device Reset (won't affect settings/data/music/apps/etc)
    1. Press and hold (& continue to hold) BOTH the Sleep/Wake button & the Home button.
    2. Continue to hold BOTH (ignoring any other messages that may show) until you see the Apple logo on the screen.
    3. Release BOTH buttons when you see the Apple logo and allow the device to boot normally.

    It sounds like you need some clarification.
    Find my iPhone = Find my iPod = Find my iPad = Find my Mac: a service that lets you locate any of those devices, assuming you turned it on on that device before you lost it.
    iCloud: Find my iPhone (and friends) is one of the many iCloud services.
    That being said, did you turn on Find my iPod on your iPod before you lost it? If so, go to icloud.com or use the Find my iPhone app on anyone's iOS device and log in.
    If you did not turn on Find my iPod, then you're out of luck.

    AAfter an hour with Apple chat, I figured out what to do on my own.  When the iPhone and iPad go to autolock, press home key and do not open- streaming will be on the screen and I turned it back on.  No more stops.

    The Health app is a default app and cannot be deleted. Search for the Health app by touching the screen and sliding your finger down to reveal Spotlight search. Type in Health and the Health app should come up. That means its on your iPhone somewhere.

    If you have a passcode to the screen lock that you've forgotten, restore the device from the computer to which the device is synced. For information and instructions, see:

    Welcome to the Apple Community.
    You can only locate your device when it is logged into iCloud and 'Find My Phone' is enabled, additionally the device will need to be switched on and connected to a wifi or cellular network.
    Unfortunately, you cannot activate iCloud or 'Find My Phone' remotely.
    If the device is wiped by you or another, you may not be able to locate the device (although some have reported they can)

    Saw this solution on another post about an iPad in a school environment. Might work on your iPad so you won't lose everything.

    ‘iPad is disabled’ fix without resetting using iTunes
    Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
    I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
    Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
    1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
    2. Open iTunes with the iPad disconnected.
    3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
    4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
    5. Click ‘Setup as new iPad’ and then click restore.
    6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
    7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
    8. The first stage in the restore process unlocks the iPad, you are basically just cancelling out the restore process as soon as it reactivates the iPad.
    If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

    So my MacBook Pro was stolen a couple weeks ago out of my rental car while I was in Seattle, WA. I had iCloud on it synced with my iPhone, but never used it or saved anything to it. Someone told me that I could find my stolen computer though iCloud, but when I read up on it it I was under the impression it would only track other devices from a computer, not the other way around. Anywho, I bought a brand new MacBook Pro today and setup iCloud on it. i then downloaded the Find iPhone app for my phone and two MacBook Pros appeared as my devices. My brand new one named "Jeff's MacBook Pro", and the other under somone elses name. A location was given for mine and I was able to lock it and send messages from my phone. The other one could not be located and the messages are still pending to be sent. Is it possible that my MacBook Pro appeared since I still have it registered under my name on apple.com or could this just be someone elses?

    Some macs will continue to be tracked even after Find my phone has been disabled, but it has to be turned on first

    I left my iPad on a plane powered completely down. When I use the find iPhone app (which had always worked in the past) it lists the iPad, my iPhone, and my iPod. When I first open the app on my phone, it says my iPhone is "this device" and has a green dot. It says my iPod touch is "locating..." then eventually goes to "offline" (because I have it off). For the missing iPad, it never says "locating..." it only says "offline" immediately when I open the app. I had just updated to iOS 7.0.2. I have the four digit code on the iPad but is it possible that someone wiped it clean already and that's why is says offline without even trying to "locate" it?
    Any help would be very appreciated.
    I already filed a claim with the airport and the airline - I am just debating if I should erase it or wait and see if someone responds to my "lost mode" message and calls my cell.

    You don't sound stupid to me at all.  Everybody has forgotten something of value or significance somewhere at some time or another.  It is no fun at all when it is something of this value and your chances of getting it back are so slim.
    I would really encourage you to use a passcode from the beginning with the next device though - it really is the only true security you have for your material on a mobile device.  Anything you can do after the fact is never as good as having the device secured beforehand.
    Also be sure to check with the airline in case you are lucky and it turns up in their lost and found (some airports and airlines actually have brick and mortar stores to sell all the stuff left behind and never claimed - there is a big one in Atlanta for example with everything from clothes to jewellery to golf clubs to cameras and laptops).
    Also check your home owners or renters insurance policy to see if they cover such items while traveling (mine does, but the deductable is also $500 I think).

    Our company has a number of Iphones and Ipads all of which the users are using there own private Apple accounts, now with the Find Iphone app this will only work if your devices are registered to the same account. Is there away as a company that we can track the Ipads and Iphones purchased for employees in case they get stolen or lost.
    We have a list of the serial numbers of the units being sent out so just need to add them into an app for the company.

    The only way to track is using Find My iPhone and the device must either be setup with the same Apple ID as all the others or the employees using their personal Apple ID's would need to provide their credentials if the company wants to track them.
    Basically, if the device is lost/stolen and it is setup with the employee's Apple ID.  That employee needs to log into iCloud.com and track the device.  Not sure why the company needs to be involved.
