my 4 gen. i pod touch say disabled to connect to itunes and i am on itunes and i have logged in and i dont know what to do next

Connect the iPod to yur computer and restore via iTunes. For how to restore see:

Place the iPod in Recovery mode if necessary to allow the restore.

    2. Set the date ahead by a few months

    --Re-explain and ask for resolution.
    --Have the purchased items added to your download queue and then hit Check For Purchases.

    Roaminggnome, you are simply wrong.  Demonstrably, purchases on iTunes are not one and only copy--even more so now with the entire concept of iCloud, but even beforehand you could download apps many times if you had bought them and removed them from your iOS device.  You'd think with all those discussion points, you'd troll less and actually give thought to responses more, but sometimes I say crazy things.

    Take it to you nearest Apple Store and see what they have to say. You should back up you data before you go in but in your case you can not.

    Error 3194, Error 17, or "This device isn't eligible for the requested build" - Apple Support

    Recovery Mode
    1. Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
    2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to turn off.
    3.While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
    4. Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears, release the Home button. iTunes should alert you that it has detected a device in recovery mode. Click OK, and then click Restore to restore the device.
    Note: Data will be lost. You may have to repeat the above many times.

    If it's in recovery mode, the data is already gone. Why did you never back up your important data?
