OS X Mavericks is offered as a free download, why is apple asking for a credit card number?

Can someone tell me why apple is asking for a credit card number to download the Free OS X Mavericks?

Yes.  This is what it says.
Resolution
You might not be able to see or select the None payment option for one of these reasons. If you don’t want to use a credit card, you can use another form of payment, such as a gift card.
If you have an unpaid balance or payment due
You can't select None as your payment type until you pay your balance. To see which order you need to pay for,view your purchase history on a Mac or PC. When you sign in to the store, you might see a message that there was a billing issue with your last order. Click the Billing Info button to see the order.
After you pay for the order, you can change your payment information to None.
If you’re using the iTunes Store or App Store for the first time
If you’re using the store for the first time with an existing Apple ID, you must provide a payment method. After you create the account, you can change your payment information to None.
If you’re creating a new Apple ID, you might be able to create an account without entering your credit card details.
If you changed your country or region
When you change the country or region of an existing Apple ID, you must provide a payment method and update your billing options. If you want to remove your payment method after you change the country or region, you canchange your payment information to None.
She hasn't changed countries nor regions, she's not using the either store for the first time, nor does she owe anything.  She doesn't have a gift card.  She's just a person without a credit card.  She did have one, and now she doesn't.

    Create a NEW account/ID for her using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. You must use an email address that you have not used with Apple before. Make sure you specify a birthdate that results in being at least 13 years old

Click the “down arrow” next to your name at the top right side of the page and click “Account.” Enter your username and password and click “View Account” to log into your account information. Next to your Payment Type, click “Edit.” Select the “None” button and click “Done.” Confirm that your card has been removed by returning to the Apple account information screen. Under Payment Type, it should say that there is no credit card on file.

    You can create an iTune and App Store account without credit card details
    1. Sign out of current Apple ID if you are sign-in to one (important)
    2. Go to App Store and select a free app
    3. Tap INSTALL APP
    4. Create New Apple ID
    5. Confirm Your Country
    6. Agree with Terms and Conditions
    7. Fill in your Apple ID and Password (you must create a new Apple ID; don't use your old Apple ID)
    8. Create and answer your secret question
    9. Select NONE for Payment Method
    10. Fill in Billing Address
    11. Submit application for new Apple ID
    12. Wait for verification email
    13. When email arrive, verify your account
    14. Start downloading your free apps

    Every time I go to get a free app, I keep getting asked for my credit card info to be updated. If it's free, why is my credit card info needed!?? I don't want to get charged, so I cancel out of the credit card request, it's not worth trying to get unwanted charges taken off. I would write to Apple but for some strange reason they refuse to use email for help. So, guess I will just try here.

    Even I do faced same issue on my iphone 5 recently, because I had updated my credit card details while purchasing 'whats app'. Later on if I try do down load free apps, it started asking me verify payment info..I got frustrated and tried to remove apple id and create the same id and reset networksettings, but issue not resolved.!!
    Possible scenarios of it occures:
    1. While creating your apple id you might have given credit card info an dlater that got modified/expired
    2. Once you buy anything by using credit card that info will be updated to your apple id, so it asks every time
    Resolution:
    Just remove your credit card details from payment information
    setting > icloud > account > payment information -- remove ur credit card info , done done
    Then try to download free app, it will only asks for apple password, It will not ask for 'payment verification'

    Nothing will be deducted from your credit card if the app is free.
    There will be a authorizing hold of US$1.00 to verify your account information. It will be credited back to your account later.

    In iTunes, click "Store", sign in with your Apple I.D. After singing in, click "Store" again, select "View my Account", re-enter your password and your account info will be displayed.
    Click "Edit" in front of "payment information" and select "None"

    If you have a payment source associated with your Apple ID, it needs to be a vaild form of payment.  To troubleshoot issues with your payment type being declined, please follow the steps below.
    In most cases, this issue is caused by a formatting error in the billing address that you have provided. You can correct the issue by verifying that the information you have provided is correct, or by changing the format of your address to match the format that your credit card company has on file.
    You can verify and/or modify your billing address by following these instructions:
    Open iTunes.  If you are signed in to iTunes, skip to step 4.
    Note: Verify that you are signed in to the correct iTunes account. If you are unsure which account you're signed into, choose Store > Sign Out and proceed to step 2.
    Choose Store > Sign In.
    Enter your account name and password, then click the Sign In button.
    Choose Store > View My Account.
    Click the Edit Payment Information button.
    In the Payment Method section, choose None.
    Click the Done button at the bottom of the page.
    Click the Edit Payment Information button again.
    Enter your billing address exactly as it appears on your credit card statement.
    Select your credit card type in the Payment Method section.
    Enter your credit card information, your card's security code, and the expiration date.
    Click the Done button at the bottom of the page.
